The Research On Policy Participation Of The Environmental Non-Government Organizations

This paper is taking consider of the topic that Environmental Non-Government Organization (ENGO) participates into public management under China's contemporary situation. It will deeply analyze the roles of ENGO,influential factors and procedures during policy participation according the policy courses and elements, on the basis of relative theoretical researches from home and abroad. At first, there will be an introduction for the basic conceptions and the conclusion on significance and common theories of ENGO policy participation. And then I will deduce the framework of analysis tool for the case study from the Policy participation courses and influential factors on the foundation of the general circumstance of China, as well as the theories. In this paper, I choose the case of Nujiang River Water Power Development Plan as it has been so representative and significant in the history of ENGO policy participation in China. I will deeply analyze the stakeholders and the evolution in and of the policy participation, that is to discuss the roles played,achievements and reasons and the problems reflected from the case. At last, there is a general conclusion and consideration on the ENGO policy participation of China, and attempt to discuss and provide solutions on how to develop the policy participation level of ENGO.
