Research On Environmental Policy Dissemination In Minqin County Under The Pattern Of Conflict Of Interest

Ecological environmental problems in Minqin county are the epitome of ecological environmental problems in arid areas of China.In recent years,with the high attention and support of governments at all levels,Minqin has successively introduced policies related to environmental governance,environmental supervision and industrial development,and achieved obvious results.But an investigation shows that in the process of the spread of Minqin county environmental policy still has a lot of manpower and material resources and financial resources waste,environmental policy transmission has much room to improve,based on this,the author deeply in Minqin county,for the spread of Minqin county environmental policy information,combined with the local political,economic and cultural structure,analysis of conflicts of interest pattern under the present situation of Minqin county environmental policy transmission,and the interaction between multiple subject,so as to provide reference for spreading in Minqin county environmental policy.The study found that: first of all,the government of Minqin county and local people’s cognition of Minqin county’s ecological environment is biased.The government and media think that Minqin county’s environment is badly damaged and in urgent need of management.Second,the government,the media and the interests of the local people in the spread of environmental policy claims there is a deviation,the government and the media focuses on the stresses in Minqin county ecological restoration,which emphasizes the sustainable economic development,but local people compared to the economic benefits of environmental protection is more focused on the present,the implementation of various environmental policy is the premise of economic benefits is not affected;Thirdly,in Minqin county,the government plays a dominant role in the dissemination of environmental policies.The media ACTS as the mouthpiece of the party and the government,while the masses are passive information receivers and policy carriers and seldom participate in the process of policy dissemination.Fourth,in the dissemination of environmental policies in Minqin county,there is some conflict between government discourse and public discourse.Government discourse emphasizes political positions and political indicators,and lacks concern for the interests of the masses and emotional mobilization of the masses.The discourse of the masses expresses dissatisfaction with some environmental policies in a euphemistic way.However,due to the lack of communication channels,the discourse of the masses has less influence.Combined with the research findings,it can be seen from the analysis of local environmental policy changes,local economic development status and the current situation of rural policy communication.Firstly,the backward environmental awareness of the local people does not match the environmental policy guidance of advancing with The Times,which leads to differences in the cognition of various subjects on the environmental status and policy.Secondly,based on the characteristics of rational economic man,the subjects involved in the dissemination of environmental policies in inqin county unilaterally pursue the maximization of their own interests,which leads to the deviation of the interest demands of the government,media and local people.Third,compared with other communications,the communication process of rural policies is more complex and involves more diverse subjects.Due to its particularity,the government is easy to fall into the Tacitus trap and thus affect the communication effect.
