Risk Analysis Of Water Projectsunder PPP Mode

With the State Council issued 《 The Action Plan for Prevention and Treatment of Water Pollution》,Central and local environmental protection,water treatment industry enacted PPP encourage policy.National water environmental management was raised the curtain.Water projects become the focus of companies’ competition and the PPP market is booming.The PPP mode in recent years has become an important way to promote water engineering model,but due to the potential serious risk of PPP financing model.Therefore,only a comprehensive and systematic risk management study on PPP financing model can ensure the successful use of financing mode in water projects and further promote the development of waterworks projects.First of all,this paper studies the development process of water project at home and abroad in recent years,according to the the current financing situation of the water project in our country,In this paper,the application situation and development of PPP in water engineering are put forward,and the general process of risk management is expounded.Secondly,on the base of risk list method and analytic hierarchy process(AHP),water engineering of the PPP project financing risk has carried on the system identification,and construct the relevant risk hierarchy structure model,this paper explains the risk hierarchy model of the relationship of the risk factors,put forward the corresponding valuable results,and offered the clearly visible risk to PPP project participants.Finally,case studies by PPP water project of Hebei Qian’an,on the basis of the PPP project financing risk identification,analytic hierarchy process(AHP)is used to determine the risk of the index weight,using improved the method of TOPSIS to evaluate the risk,and sorted,it is obtain the combined weight of different risk factors,and knew the risk assessment of the conclusions,risk treatment measures and Suggestions were put forward.
