The inter-basin water transfer project is an important means to accelerate the construction of the national water network project in the future,improve the regional water shortage and improve the comprehensive utilization efficiency of water resources.The long-term shortage of water resources in the central part of Yunnan Province,China has seriously restricted the local economic and social development and the improvement of ecological environment quality.After the completion of the Central Yunnan Water Diversion Project(CYWDP),it will greatly ease the tension of agricultural and urban production,living and ecological water in the region.It also improves the ecological and water environment conditions of rivers and lakes in the region,and promote economic and social coordination and sustainable healthy development of the region and even in Yunnan Province.However,the CYWD has the characteristics of extremely complex construction links,high technical requirements and large consumption of materials and equipment,which make many environmental risks hidden in the construction process.It leads to a prominent contradiction between project construction and environmental protection,which is extremely unfavorable to the steady advancement of green construction and sustainable development.In order to ensure the environmental risk management and control of the engineering project,effectively avoid environmental risk accidents,ensure that the engineering project is completed on schedule and improve the comprehensive social,economic,and environmental benefits.This study selects the construction environmental risk management of the CYWD as the research topic.The scope,methods,procedures,and contents of the project risk identification were studied,and the environmental risk assessment model of the fuzzy analytic hierarchy process was established,and the main environmental risks during the construction of the CYWD were evaluated.Corresponding countermeasures and suggestions are put forward for different environmental risks.The main results of this study are as follows:(1)This paper expounds the basic process of evaluating the environmental risks of construction projects,introduces the history,methods,steps,advantages,and disadvantages of the AHP,and then introduces the development process and calculation procedures of the fuzzy AHP,and emphasizes the application of the fuzzy AHP in the construction environment.Flexibility and applicability in risk assessment.(2)The basic situation of the water diversion project in central Yunnan is introduced in detail,including the necessity and practical significance of the construction of the water diversion project,the basic situation and main characteristics of the water diversion project,and the construction conditions of the water diversion project in central Yunnan Province are described,including the general situation of the construction project and the natural conditions and main features.(3)Using the risk assessment theory,a hierarchical structure analysis model considering the risk factors of the CYWD was established,and the main environmental risks in the construction of the CYWD were identified.The construction of the CYWD is mainly faced with five main environmental risks,including the risk of construction waste,the risk of construction waste water,the risk of construction dust,the risk of construction noise and the risk of sudden hazardous chemical leakage.Through the built environmental risk assessment model,the risk occurrence rate and the consequences of the risk are analyzed,and the construction environmental risk of the project is qualitatively and quantitatively analyzed.The results show that five kinds of environmental risks need to be fully controlled during the construction of the project.In terms of the negative impact on the ecological environment,the application of the fuzzy analytic hierarchy process in the example of the water diversion project in central Yunnan Province is reasonable and effective,which has application value for similar engineering practice of water diversion.
