ith the steady improvement in the overall strength of my country’s ecological environment is also more and more people pay attention.Our country has entered a new era of opening a new journey,only the material aspects of the rich people can not meet the diverse needs of people from the most basic material needs slowly turned to spiritual needs,and more and more focused on getting to enjoy the good life interest in the environment.At the same time,our party and the country attach great importance to the construction and management of the environment,especially since the 18 th year of the party,will be included in the "five" socialist layouts of ecological civilization construction,due to Chinese characteristics,ecological civilization Has been upgraded to an unprecedented height.Local government as builders and managers of the ecological environment of ecological civilization,undertakes the important task of protecting ecological resources and improve the ecological environment,played in the whole process of the construction of ecological civilization indelible role.High quality ecological functions of government to fulfill an important starting point is the construction of ecological civilization,therefore,carry out research dilemma facing the current situation of ecological functions of government,and explore the optimal path is necessary.As an important ecological function area in northern my country,H province undertakes the important task of protecting the ecological barrier of the motherland’s frontier,and also has important responsibilities and missions for the advancement of my country’s ecological civilization construction.With the goal of achieving a new level of ecological civilization,we will solidly advance the important deployment of the Party Central Committee on the construction of ecological civilization,put green and low-carbon development on the agenda,and further strengthen the ecological security barrier in northern my country.In addition,as a major grain-producing province,H province has been making unremitting efforts to be the "ballast stone" of my country’s food security.This paper selects F county,an agricultural county in H province,as the research object.Under the guidance of ecological civilization and the new public management theory,we have carefully collected relevant information such as the work report and yearbook of the F county government in the past five years,and analyzed that the current F county government still has the main responsibility for ecological and environmental protection in the performance of ecological functions.There are problems such as discounts in implementation,poor coordination between ecological functional departments,loopholes in policies and regulations in the ecological field,and shortcomings in ecological law enforcement and supervision mechanisms.The construction of the rule of law in the ecological field is not perfect,and the ecological supervision system is flawed.By comparing and learning from the advanced experience of ecological governance demonstration areas at home and abroad,four optimization suggestions are put forward,one is to enhance the awareness of ecological civilization in an all-round way,the second is to change the ecological governance model,the third is to improve the construction of ecological rule of law,and the fourth is to improve the ecological supervision system and mechanism.
