Research On The Performance Of Ecological Functions Of Government In Resource-Based Cities

For a long time,resource-based cities have played a great role in promoting China’s economic and social development.However,due to the uncontrolled exploitation of resources and the neglect of environmental protection,as well as the heavy industrial structure and the lag of environmental protection technology,while the economy is taking off,it has also paid a severe ecological price.Resource depletion,ecological degradation and environmental pollution threaten the sustainable development of the city.In recent years,the state has made unprecedented efforts to build ecological civilization,and strengthens the ecological function of the government.The 14 th five year plan and the outline of long-term goals for 2035 issued on March 11,2021 depicts a new blueprint for the construction of ecological civilization and puts forward that the goal of building a beautiful China will be basically realized by 2035.This is a great challenge for the government of resource-based cities with long-term absence of government ecological functions.In the face of resource-based cities with weak ecological carrying capacity,many ecological and environmental problems and prominent contradictions between economic development and environmental protection,It is very necessary to analyze the performance of the ecological function of the government in resource-based cities,explore its existing problems and reasons,and put forward operable improvement suggestions for optimization and promote the construction of ecological civilization in resource-based cities,so as to realize sustainable development.Based on sustainable development theory,market failure theory and service-oriented government theory,this paper adopts the methods of literature research and case analysis.Firstly,it explains the concepts and characteristics of resource-based cities and government ecological functions,and defines the specific connotation of government ecological functions in resource-based cities.Secondly,taking the typical resource-based city Huainan City in Anhui Province as an example,this paper explores the performance of ecological functions of government in resource-based cities,and introduces the basic situation of Huainan City,analyzes the opportunities and challenges faced by the ecological function performance of Huainan Municipal government,finds that there are many historical problems of the ecological environment in Huainan City,and the contradiction between economic development and environmental protection is prominent,but the support given by the superior government and its stage have certain advantages.It also combs the concrete embodiment of the ecological function performance of Huainan Municipal Government in recent years,and reveals the existing problems in Huainan City,such as insufficient coordination between departments and governments,inadequate law enforcement and supervision,insufficient financial investment,and explores the reasons,which are mainly due to the weak ecological consciousness of government administrators,the lag in the transformation of government functions,the mismatch between financial power and administrative power,etc.Finally,based on the problems and reasons existing in the performance of Huainan Municipal government,combined with relevant literature and theories,this paper puts forward countermeasures and suggestions from the aspects of strengthening system construction,perfecting laws and regulations and constructing diversified financing mechanism,hoping to provide help to improve the performance of ecological functions of Huainan Municipal government and even resource-based city government.
