The Research On Chinese Government Functions And Responsibilities In The Construction Of Ecological Civilization

As a new form of civilization the ecological civilization is both a new stageof development of human civilization, the civilization after industrial civilization,but also a specific form of development and progress of human society which isthe level of civilization that human beings achieved to deal with our relationshipwith nature. CCP’s Seventeenth National Congress put forward the strategic taskof the construction of ecological civilization, the ecological civilization requiresthe government have the functions and responsibilities to play a leading andpromoting role of the construction of ecological civilization, of supplying thesystem, of establishing and advocating the concept of ecological civilization, ofusing various means to control the ecological system.After the founding of new China, our government on the understanding ofthe ecological civilization has experienced a gradual process of formation andtransformation. And the ecological functions and ecological responsibility of ourgovernment are gradually formed and the established and developed. At present,the government ecological functions have the following problems: the dispersion,transformation is not in place, the incardination with other functions, and the lackof attention and guidance. The government ecological responsibilities also have amain problem that is the lack of ecological responsibility caused by one-sidedemphasis on economic development, the wrong view of achievements and theunreasonable system.The construction of ecological civilization in China faces the dualchallenges of socio-economic development and ecological environmentaldegradation. In some respects the ecological functions and ecologicalresponsibilities can not adapt to the new changes in the situation andrequirements, that is mean the ecological functions and responsibility ate inurgent need of reforming and strengthening. Therefore we should improve ourgovernment’s eco-management system, create a strong and unified ecologicalmonitoring mechanism, reform the existing national economic accounting system,establish an ecological compensation mechanism, perfect green governmentprocurement system. We should strengthen the Government’s awareness ofecological responsibility, and functions to guide and improve the government’sown awareness of ecological responsibility, and guide the public to establish asense of ecological responsibility, and performance appraisal mechanism toestablish a scientific role of the government concept of ecological civilization. Weshould promote the transformation of government functions to sort out theecological functions and responsibilities of the government reconstruct the overallframework of government functions, and integration of the ecological functionsof the government’s reconstruction of the government functions, improve thegovernment’s eco-management and service capabilities, to strengthen theGovernment’s eco-the responsibility of oversight, and promote effectivelyimprove the level of ecological civilization. Government ecological responsibility to build accountability mechanisms, promote the implementation of theconstruction of ecological civilization, and to establish a governmenteco-accountability system, to establish and strengthen the target responsibilitysystem for the construction of ecological civilization, the implementation of thedeparture of eco-auditing system. To improve the government’s eco-legal system,strengthen the rule of law in support of the construction of ecological civilization,to establish the concept of environmental legislation, improve the workingmechanism of environmental legislation, Integration and Improvement ofEcological legal system, establish and improve the ecological protection of thesupporting systems, improve the ecological law enforcement work. In the processof building an ecological province in Jilin Province, the ecological functions andecological responsibility are gradually clear. Jilin Province has obvious ecologicaladvantages, the construction of ecological civilization, its achievements havebeen significant, but it also faces problems and challenges. Therefore, it needs tofurther strengthen the ecological civilization construction in Jilin Province, tostrengthen and implement the Government’s ecological functions and ecologicalresponsibility.
