A protected area is a well-defined geographic space that is recognized,committed and managed by law or other effective means to achieve long-term protection of natural ecosystem services and cultural values.At present,with the rapid development of modern industry in various countries,the ecological environment of human beings is facing unprecedented challenges.However,due to the problems of overlapping geographical regions,multiple management,and various systems and mechanisms,the traditional natural protected area cluster is no longer able to cope with the ecological security problems faced by human beings due to its high operating cost and poor ecological efficiency under the current environment.Only when a new and more efficient system is established can the natural conservation areas give full play to their functions and achieve ecological goals more effectively.Individual and scattered natural conservation areas cannot meet the overall ecological needs.The report of the party's 19 pointed out that our country will build natural protected area system that the national park as the main body.In the context of the reconstruction of the natural protected area system in China,build and use effective evaluation methods,to evaluate the current system of natural protected area,find main problems of different natural protected area cluster,have important reference for the construction of ecological civilization in our country.Based on the related concepts,theoretical basis and relevant research literature at home and abroad,on this basis,use the natural protected area and natural reserve system evaluation index system founded by IUCN,select natural protected area cluster of Qinling as the research object,conduct a comprehensive evaluation of Qinling mountain natural reserve system.When construct the evaluation index system,this paper quoted the idea of system integration research,and made an integration analysis of Qinling mountains from four aspects:resource subsystem,protection and management subsystem,development subsystem,popularization of science subsystem.On the basis of integration analysis,this paper established a comprehensive evaluation index system of natural protected area system,which covers many fields.According to the determined indicator system,this paper obtains the relevant indicator data through questionnaires,field surveys,interviews,access to statistical data and other methods.At the same time,use the entropy weight method and analytic hierarchy process to determine the recheck weight of the relevant three-level indicators.In the end,this paper selected the Sanjiangyuan area and Qilian mountain area as the reference object,which are close to the Qinling mountains in terms of geographical tectonic plates and representativeness,and compared and evaluated the natural protected area system of the Qinling mountains from the perspective of ecological security,so as to analyze the relative advantages and disadvantages.The results show that the natural protected area system of Qinling mountains,which has rich natural resources and ecological environment advantages,is close to the natural protected area system of Sanjiangyuan in the comprehensive evaluation score of the target layer,but there is a big gap with the protection and management subsystem of the natural protected area system of Sanjiangyuan.Through index deconstruction analysis,it can be found that the main reason is that the index score of the system management mode,management organization,management measures,legal construction and ecological planning of the natural protected area of Sanjiangyuan is higher than that of the Qinling mountains.Through data analysis,this study found that Sanjiangyuan was the first to establish a national park system pilot project in China.As Sanjiangyuan is constructing a new natural protected area system that the national park as the main body,it tends to be unified in management mode and pays attention to long-term planning and coordinated development of protection area units,which is the main reason why Sanjiangyuan wins out in this index.This is of great significance for the future development and optimization of the natural protected area system in Qinling mountains.Finally,based on the comprehensive evaluation results and existing problems of the natural protected area system of the Qinling mountains,this study proposes a specific strategy combination for the optimization and reconstruction of the natural protected area system of the Qinling mountains.This strategy combination includes the optimization objectives,principles and overall thinking of the natural protected area system of Qinling mountains.Combined with the overall optimization thinking,specific optimization plans are proposed from the aspects of protection management,monitoring and early warning,social participation,social supervision and legal system construction.
