Study On Classification Of Nature Protected Area System Based On Fundamental Management Objectives

Nature protected area is one of the important measures for the effective management and protection of natural resources.Most countries have established their own nature protected area system.China established the first nature reserve in 1956,and then gradually established its own nature protected area system.However,with the rapid development of China's protected-area system,a series of problems have inevitably emerged.The classification of nature protected area is one of the most critical and urgent issues.Under the background of ecological civilization,China has proposed to establish a nature protected area system with National Park as the principal part,which introduced an opportunity for the establishment of a new nature protected area categories system in China.For these reasons,the study proposes a framework of the fundamental management objectives for the classification of nature protected area system,based on a review and summary of relevant research domestic and international,combined with relevant theoretical foundations.The framework consists of three main parts:"Functional Positioning","Protection and Utilization Object" and"Protection and Utilization Intensity".The study further proposes a functional positioning framework,an assessment system framework for protecting and utilizing object attributes,and a grading system of protection and utilization intensity".Under the guidance of this whole framework,the study interprets the current situation of China's nature protected area categories system,and studies and draws on the international experience.Finally,the study proposes a new China's nature protected area categories system based on fundamental management objectives,which divides the entire nature protected area into five categories:"National Park","Nature Reserve","Scenic Protected Area","Corridor Protected Area" and "Resource Utilization Protected Area".The study elaborates the five major types of nature protected areas from definitions,salient features,target positioning(primary goals,other goals),protection and utilization object,protection utilization intensity,functional positioning,and corresponding types of IUCN nature protected area categories system.The research in this paper is mainly divided into four parts.The first part proposes the framework of the fundamental management objectives for the classification of nature protected area system.The second part interprets the current situation of China's nature protected area categories system.The third part summaries the experience of international nature protected area categories system.And the fourth part is to build a new China's nature protected area categories system based on fundamental management objectives.Finally,the study proposes the future research directions and prospects of the classification of nature protected area system in China.
