Study On The Self-governance Of Natural Small Protected-area Construction

In our country’s natural resources protection system,nature protected areas at all levels have made great contributions to the effective protection of natural resources.However,in the actual environment,many areas with the same protection value have not been included in the scope of protection,and even are being seriously damaged.These areas have not been included in protected areas due to various reasons,either because they are too small to qualify as protected areas,or they are in the community and cannot be effectively controlled;or deliberately avoid being protected.Under such circumstances,the establishment of some small-scale protected communities managed by the community is a perfect alternative.In this way,the local government will not be burdened with excessive management pressure,but it can also guarantee that it will not restrict development while protecting.The nature conservation community is a Chinese special protection method.It not only embodies the "people-oriented" management philosophy,but also enriches the protection system of China’s natural resources,which is conducive to better promote the construction of ecological civilization.Based on the above background,this paper first emphasizes the importance of self-governance in nature conservation communities by elucidating the significance and purpose of the research and summarizing the research and development of relevant content at home and abroad;and secondly,according to Professor Ostrom’s “Public The "pool resources" theory,taking the conservation community as a public pond resource,takes the "long-term renewal of the eight organizational design principles of autonomous organization and self-governance" as the analysis framework,and combines the data obtained from investigations and research of the Guanba basin nature small protected-area,using SPSS software.An empirical analysis of the self-governance of the protected community,through villagers’ attitude analysis on various issues in the construction of the protected community,confirms that the protected community can be realized as a public pool resource for its long-term sustainable self-governance,and find out the main problem of development in the protected area.And finally,according to this study,from the four levels of villagers,governments,NGOs,and experts to put forward targeted recommendations.It is worth noting that the ownership of protected communities can be collective and can be personal.The current situation of collectives is predominant.The Guanba basin nature small protected-area selected in this article is the former and meets the divisibility requirements for the resources of public ponds.If its ownership is individual,it does not meet this requirement and it cannot be called a public pond.The scope of this article is the ownership It is a collective type of protected community.The results of the study showed that the satisfaction rate of Guanba villagers for principle one: the clear boundary of this item was 81%;for principle two: the occupancy and supply rules were consistent with the local conditions,the satisfaction rate of this item was 76%;for principle 3: The satisfaction rate for the collective choice arrangement is 70%;for principle 4: the satisfaction rate for supervision of this item is 68%;for principle 5: the satisfaction level for the item of graded sanctions is 65%;for principle 6: the satisfaction rate of the conflict resolution mechanism is 66%;for principle 7: the satisfaction of the minimum recognition of organizational power is 89%;for principle 8: the degree of satisfaction of the nested enterprise is 61%.The average satisfaction rate of the eight principles is 71%,which is basically consistent with the self-governance assessment in the fourth part of the paper.It basically conforms to the eight principles of the long-term self-organization and self-governance of Professor Ostrom.Based on the above research,the paper put forward targeted recommendations from four levels: government,villagers,NGOs,and experts.Specifically:(1)At the government level: Strengthen the assumptions of infrastructure;Strengthen the guidance of policies related to the construction of ecological civilization;(2)At the village level: Enhance the sense of ownership and enhance the collective sense of honor;Increase the protection of related professional knowledge and capabilities;The awareness and ability of villagers to supervise and sanction;give full play to the leading role of capable elites;(3)NGO level: provide technical support to the community,pay attention to the training of villagers’ skills and professional knowledge;guide the flow of capital and resources in the community;strengthen Publicity and education to raise awareness of environmental protection in the community;(4)Expert level: Provide decision-making based on local characteristics and customs.
