This paper focused on the analysis of the present situation of human resource management of Xinjiang Oilfield heating Company,and the existing problems,reasons and improvement measures in human resources management,by using literature research,questionnaire survey,and system analysis method.From the perspective of human resources management theory,the company's development policy environment,development planning,organization structure,influence the level of technology factors on human resources management were clarified.And the employment needs of the structural contradictions exist then was analyzed.And the management environment fit is not high,including the lower synchronization,the poor performance and other issues.Combined with the analysis,the use of human resources management theory,the overall consideration of the factors and human resources management in the specific problems,put forward the company's human resources improvement program,focusing on key issues of systematic solution,put forward to achieve the company's business development plan.Resource planning,combined with its own characteristics to achieve the effective allocation of human resources science,the use of market-oriented thinking to improve the company's performance evaluation system to explore the existing state-owned enterprises under the remuneration policy incentive and restraint role,combined with the characteristics of the company to establish a comprehensive training system and other measures could strengthen the management of targeted learning and the concept of updating,highlight the construction and design of human resources management system,play a good role in human resources management,build a harmonious labor relations,improve the standardized corporate culture system.The management of the company's human resources is in line with the development plan,management environment,company's strategic changes,other management behavior with each other,mutual synchronization,and continuously improve the effectiveness of human resources management.
