With the rapid development of social economy,the whole international society demands more and more energy.Oil as one part of main source of energy,furthermore,oil is nonrenewable energy source that lead to prices increased.Under the circumstances,the use of coal resources becomes hot issue in the energy field in today's society,and the coal chemical industry also naturally begins to rapid development.Because our country has not enough reserve of talents in coal chemical industry,especially,modern coal chemical technology talents are scarce.The rapid development of this industry leads to talents frequently flow,how to retain talents,how to improve the implementation of staff and how to motivate staff affects construction process of Zhongtang Coal Chemical Company.According to the researches of current management situation and development process of Zhongtang Company,this article analyses the company current situation and issue,the reasons of issue through the point of view of human resources management,in addition,proposes possible improvement measures.Zhongtang Coal Chemical Company although know strategic role of human resources management,but the implementation is not reached more attention,furthermore,measures can not present strategic significance.Due to company has not possible human resources planning,thus,company has not enough reserve of talents,staff training cannot meet requirement of position,the staffs working effect cannot faithfully reflect by the measurement of the performance,and effective motivation cannot form.In view of the above situation,this article applies The Strategic Human Resources Management Theory,furthermore,applies Competence Character Theory,Organization Commitment Theory,Social Exchange Theory and so on for different problems.In addition,according to Strategic Human Resources Management Concept,Strategic Organization Management System,Strategic Work Management System,Strategic Human Resources Allocation System,Strategic Compensation Management System,Strategic Performance Management System,Strategic Training Education System and Strategic Personnel Training System,company proposes improvement ideas in the process of raised strategy formulation.The passive situation of Zhongtang Coal Chemical Company Human Resources Management has been improved by applying above method,and company expects better results,and hopes to provide ideas for some enterprise.
