The technical strength and the core competitiveness of enterprises is the core technology,which supported by the technical personnel.As the energy resources enterprise,oil enterprises enhance management and achievement based on the Innovation of technology.Therefore,it is important that research on build talent echelon,improve technical level,and achieve win-win of oil enterprises through how to discover,develop,attract,and stabilize technical personnel.Hence,enterprises must focus on how to enhance technical level with motivate technical personnel.Domestic and foreign experts have conducted years of research and practice on employee and technical personnel development access,and many enterprises have issued specific activation on it.Such as the ' 3 Years Plan of Employee' of Shell Group of Companies,' Jobs Exchange'of Total,'Multiple Development Access' of Lenovo and Huawei.All those enterprises have provided wide space to the development of employee.However,the research on development access in the domestic does not have theory system and practical experience,and most research focus on the group of employee.So the methods still stay in the primary stage.Currently,the main problems of development access of technical personnel are the development access is too narrow,salary system is imperfect,and the less attention of organization.This article based on the research of the theories of development access and motivation,and reference succeed experiences and practices to analyze problems of XX Oil company in technical personnel structure,career development,person-vocation fit,post transition,and employee motivation with data and questionnaire.And consider on the development target and post characteristic,designed technical career development access from technical level,growing of ability,post development,which are technical level development access,excellent talents development access,technical personnel turnover access,and technical personnel-management personnel access.At last,introduced and evaluated the practice of 'Dual Access'mode of XX oil company.Summarized that the "Technical Expert development Access" will expand career development access of technical personnel,and enhance their income and treatment.And also improve the initiative of technical personnel.Then achieve the win-win situation of enterprise and employee.
