Human resource is the core competitiveness of enterprises,human resources management and development is drawing more and more attention.But the traditional human resource management focuses on the qualitative management,and there is no objective evaluation of their work performance,which can not directly and accurately measure the value of human resource management for enterprise production and management.Domestic oil companies affected by the special system and employing mechanism,the core competitiveness of human resources needs to be improved,for there is a certain gap in the level of human resource management and development with the advanced international oil companies,exploration not only accords with the economic characteristics of the Times and is suitable for the human resource management model of oilfield special circumstances,which can greatly enhance the human resource development and management level of oilfield,effectively support to the realization of strategic goals.This topic is the combination of the qualitative description and quantitative analysis,through learning from the domestic and foreign advanced human resource management theory and practice achievements and referring to the actual example of oilfield,from two aspects of human resource management process and effect,we selectively established the three level index system of quantitative evaluation for the human resources management of Xinjiang oilfield to the two level units,the evaluation model is constructed by using fuzzy comprehensive evaluation method and hierarchical analysis(AHP),which can quantitatively evaluate the three level index system and analyze carefully,found the main factors that affect the oil unit human resources management process and effect,put forward to measures for further perfect “the quantitative evaluation for the human resources management of Xinjiang oilfield to the two level units”,provide scientific basis and theoretical support for effective implementation in human resource management activities,and promote the sustainable development of the oilfield with quality benefit.In addition,the research and analysis of this project will help to enrich the human resource management,promote the mutual study of theory and practice,provide valuable reference for human resources management study on the quantitative evaluation.
