| With the continuous improvement of China’s low altitude level of openness,the number of airport and aircraft on the water has increased rapidly,and the role of human in the operation of seaplane has been increasingly prominent.Because the maritime aircraft is still in the exploratory stage in China,after the collision accident with bridge,the safety of seaplane is becoming more and more concerned.The risk of human being is also increasingly prominent.As one of the major accidents of the seaplane,the risk of human error in the collision between the aircraft and the ground obstacles will not only cause casualties,but also cause waste of resources and loss of property.According to the influence factors of different types respectively from the crew human error risk,aircraft crew human error risk and ground support personnel human error risk.The risk of collision between the seaplane and ground obstacle for human error is identified,after the index is screened and confirmed,the risk assessment index system is established,the comprehensive evaluation of risk is carried out,and the risk management and control system is established.The research contents of this thesis are divided into six chapters.The first chapter is the introduction,which mainly introduces the research background,the purpose of the topic and the practical significance and theoretical value of the research.At the same time,it also combs and summarizes the relevant literature at home and abroad,and finally draws the technical roadmap to explain the content and method of the study.The second chapter defines the research object related,such as the concept of water aircraft and so on.At the same time,it illustrates the risk management and the human cause theory with the research object.The third chapter is qualitative identification of risks from three aspects based on different influence factors of human risk using grounded theory and the human factors analysis and classification system.The fourth chapter makes a comprehensive evaluation of risk based on establishing the risk evaluation index system of human error.Building a three level index system base on the basis of the risk concept model constructed in the third chapters.Selecting the key indexes based on the rough set method,and uses the experience method to specify the threshold value,and the entropy weight method is used combining with the improved grey relational degree method,the index empowerment is determine,and the risk is evaluated based on the previous case and the actual investigation.The fifth chapter,according to the evaluation results of the fourth chapter,designs the control mode of the risk of human error caused by the collision between the seaplane and the ground obstacles.Puting forward the corresponding measures and guarantee schemes;which including risk control measures and risk tracking and testing measures.The sixth chapter summarizes and prospects the above research.The main innovation of this thesis is the establishment of the human error risk evaluation index system of the collision of seaplane and ground obstacles.The risk of seaplane and ground obstacle collision caused by crew human error,air traffic controller,and ground support personnel human error risk of the collision of seaplane and ground obstacles.are identificated.The concept of risk model of the collision of seaplane and ground obstacles is established based on the risk evaluation index system of human error coused by the three group of person.The seaplane and ground obstacle collision risk of human error control mode proposed after the evaluation of the risk,which Enriching the research results of the theory of safety management and the theory of human error. |
