As the key basic equipment in the production process,special equipment is widely used in traditional industries such as petrochemicals and modern industries such as aerospace,and plays an important role in the construction and development of the national economy.Due to the special expertise and potential high risks of special equipment,catastrophic accidents are often prone to occur,resulting in huge losses.Therefore,researching the safety management of special equipment from the perspective of risk is the focus of academic attention.The results of this study are as follows:(1)Build an index system and model for risk assessment of special equipment.Build a risk evaluation index system for individual equipment,categories and regions and determine the index weights.Among them,management subsystem(0.356),safety management system(0.119),extreme risk category(0.38),lifting machinery(0.19)and extreme risk The class(0.074)has a larger weight;a risk evaluation model is established through the multi-level comprehensive weighting method to achieve vertical comparison and horizontal analysis of risks.(2)Carry out research on the classification early warning model of special equipment risks.Formulate risk levels and standards,and the descriptions and prompts of alarm situations are "red serious warning","orange medium warning","yellow light warning",and "green no warning",and introduced Category I veto,Category IV judgment conditions and shortcomings rules,and build macro,meso and micro graded early warning models.(3)Carry out research on the collaborative governance system of special equipment risks.Starting from the government,enterprises and testing institutions,formulate comprehensive governance policies and hierarchical governance strategies,which are divided into low-level trust,mediumlevel normalization,higher-level regularization,and high-level strictness.The construction includes 3 major subjects,5 medium Main body,a multilevel collaborative governance system of 21 small bodies.(4)Build a risk management and control model for special equipment and example applications.Build a risk management and control model system for special equipment,which is divided into risk assessment,classified early warning and collaborative governance.Taking special equipment companies A and B in Changsha as an example,the risk evaluation index is calculated,and the governance strategy is formulated according to the early warning prompts to demonstrate the scientific validity of the established model.27 figures,37 tables,91 references...
