A Study Of Plant Manager' Competency In ELP Gas Company

Over the past 40 years of Reform and Opening-up,China's chemical industry has achieved remarkable results,which has provided a large number of materials and products for the development of agriculture,industry,construction and high technology,and has also met people's growing material and cultural needs.To promote the development of national economy,food security and a well-off society in an all-round way.At present,with a complete upstream and downstream industrial chain,China's chemical industry scale has leaped to the forefront of the world and it covers exploration,storage,transportation,refining,fine processing,new chemical materials,chemical equipment and other professional fields.The production of general chemicals is often accompanied by high temperature,high pressure,flammability,explosive tendency,highly toxic substance,corrosion and other characteristics.Therefore,the production of chemicals has special requirements for production sites,equipment and facilities,and employees.ELP,which produces Hydrogen,Syngas and other industrial gases,is a typical production enterprise of hazardous chemicals.Production management is the most important part of the management chains of hazardous chemicals production enterprises.The plant manager is not only the top manager of the production line,but also the management staff who is the closest one to the site and understands the site most.Long-term competency study on plant manager of ELP can identify key competency for success and build a competent model for plant managers,play a key role in the HR management related positions of the production line such as recruit,performance review and talent training,it has important application value and reality for improving the safety of hazardous chemicals manufacturers,reducing production accidents and improving production efficiency.Based on the analysis of the organizational environment,management concept and strategic objectives of ELP company,this article analyzes the main characteristics of the hazardous chemical production enterprise and the role of the plant manager,analyzed the necessity of constructing the competency model of plant manager in ELP.After that,through the analysis of the position of plant manager,the author firstly identifies the competency element of ELP plant manager;on this basis,the author uses the behavioral event interview method to build the basic competence factor of the ELP plant manager;then through the questionnaire survey and expert meeting,it forms the competency model and related weights with dimensions division of the ELP plant manager;Finally,the constructed competency model is applied to the human resource management practice related to the ELP plant manager.The study draws the following conclusions:(1)The competency model of the company's plant manager includes three dimensions and thirteen competency characteristics.The three dimensions are: production control,team building,and quality literacy;(2)Production control is the most important competency dimensions required by the plant manager of ELP.It consists of seven elements,namely safety management capability,reliability management capability,quality management capability,and professionalism for hazardous chemicals production,knowledge,customer first,emergency response and decision making;(3)It preliminarily designs the application plan of the ELP plant manager's competency model in recruitment-selection and training-performance appraisal.The construction and research of the competency model on ELP plant manager provides a scientific and reasonable standard for company,as well as for the recruit,talent training and performance review of the middle and senior production managers,also points out the key direction in the daily operation management.Through the formation of clear work objectives and good teamwork,the production team has achieved certain results in safety management and continuous operation of the equipment;it also plays an important role in the construction of talent echelon for middle and senior production managers.Practice has proved that the construction and practice of the company's plant manager's competency model is of great significance to the production safety and stable development of the company,on the other hand,the research also has certain reference significance for the same type of hazardous chemical production enterprises in China.
