Study On The Safety Manager Competency Model Of Chemical Enterprises

Chemical industry is a most important pillar industry in our country but at the same time a dangerous industry,for it has so many unsafe factors as complex production processes,materials with high risk,high(low) temperature in operating process,high pressure,easy to fire,explode and corrosion and so on,so it is prone to break out fire,explosion,poisoning accidents.Safety-accident in chemical enterprise mainly arose from bad management,which showed that chemical enterprises' safety level was still low and people's awareness of the safe production is still weak.Many chemical enterprises' safety management in our country is not standardized,in which some safety manager with low capacity can not do safety management well.The competence level of safety manager determines the level of enterprises' safety management,it is necessary to improve the competence level of safety managers in order to reduce chemical accidents.What makes the managers have the capacity,that is,the quality of safety and capacity for outstanding safety management.The paper took modern theories about safety management and mathematical methods in application to research the competence and performance of safety manager in chemical enterprises,the result as follows:(1) It proposed the concept of safety management competence and analyzed and described the connotation about safety management competence of chemical enterprise.(2) It combined BEI and questionnaire survey to establish the competence model of safety manager in chemical enterprise,then used Rough sets,AHP and Kendall to finish attribute reduction and weight distribution for competence indicators,finally determined that the competence model of safety manager in chemical enterprise include four dimensions,15 indicators.(3) It reached the relationship of mutual impact and the extent of the impact between the competence model of safety manager in chemical enterprise and performance through an in-depth analysis regression analysis.(4) Evaluated the competence and performance of some chemical enterprise safety manager of Xi'an based on the research result.
