Study On The Construction Of Ecological Civilization In Dongan County From The Perspective Of Rural Revitalization

Based on the relevant research at home and abroad,this paper systematically analyzed the coupling mechanism between Rural Revitalization and ecological civilization construction,and taking Dongan County,a typical mountainous and hilly county in Hunan Province,as an example,and based on the concept of composite ecosystem,the evaluation index system of Rural Revitalization and ecological civilization construction in mountainous and hilly counties under the framework of PSR is constructed.The catastrophe series model is used to measure and analyze the development level and the coupling and coordination relationship between them.The potential and main obstacle factors of ecological civilization construction in the study area are analyzed by using the improved potential model and obstacle degree model.The results are as follows:（1）During the research period,the level of Rural Revitalization and development and the level of ecological civilization construction in Dongan County were in a fluctuating upward trend,with U₁ rising from 0.186 to 0.788 and U₂ rising from 0.376 to 0.939.But in general,the level of Rural Revitalization is lower than that of ecological civilization construction.The results show that the development of Rural Revitalization and ecological civilization construction system in Dongan County has a sudden change.Industrial development is the main subsystem affecting the development of rural revitalization.The rise or fall of rural construction development is closely related to industrial development.In the process of ecological civilization construction in Dongan County,economic development has a significant role in promoting and developing advantages,but at the same time,it has brought certain ecological pressure to the natural system.In response to the investment,played a role in restoring the natural ecological environment..（2）During the research period,the development of Rural Revitalization and the construction of ecological civilization in Dongan County were in a slightly imbalanced stage as a whole,2011-2016 is in the primary stage of coordination,the overall trend is slowly rising,but the increase is not obvious,and the goal of high-quality coordination is far from the same.According to the calculation results of relative development measure,the relative development types of Dongan County in the past ten years are basically in the"rural revitalization slightly lagging behind the construction of ecological civilization"and"synchronous development type".（3）During the research period,the potential of ecological civilization construction in Dongan County fluctuated and increased year by year.The results of measurement and Research on 15 townships in Dongan County,In 2016,the average value of Rural Revitalization development index of each regional unit in Dongan County was 0.479.The first-level development area was mainly distributed in the plains and low mountains and hills in the south-central region,and the second-and third-level areas were mainly distributed in the north and north-central regions,mainly in hills and mountains.The index of ecological civilization construction ranges from 0.326 to 0.861,and the level of ecological civilization construction varies widely in different regions.The first-class districts mainly distribute in the mountainous areas of the west,the north-central and the north,and the second-and third-class districts mainly distribute in the middle-south and the north-central of the counties with low natural system scores.The overall degree of coupling coordination is in a slight imbalance stage,showing a decreasing trend from the center to the periphery in space.The average development potential of ecological civilization construction is 1.073.The north,north and west of the county are the disadvantaged areas of development potential,and the middle and East are the strong areas of development potential.（4）The results of the study on the barrier degree of different areas in Dongan County show that it is urgent to narrow the income gap,improve the social security system and improve the mechanization level inmountain and hilly areas for the Rural Revitalization of Dongan County.The level of economic development,industrial structure system and natural resources endowment are the main factors affecting the construction and development of ecological civilization in Dongan County.
