Research On Optimization Of Environmental Protection Target Responsibility Assessment In Guangzhou

With the rapid development of China's economy,environmental problems have increasingly attracted people's attention,and problems such as smog,sandstorms and water pollution have occurred frequently.The state and society pay more and more attention to environmental protection.The report of the 18 th National Congress of the Communist Party of China put forward the strategic goal of “five in one” for the first time,and put the ecological civilization construction to a new height.The CPC's 19 th National Congress report puts forward that "constructing ecological civilization is a millennium plan for the sustainable development of the Chinese nation.It is in the contemporary era and is beneficial to the future." The importance of ecological civilization construction has become increasingly prominent.As one of the most important first-tier cities in China,Guangzhou is also the core city in the construction of Guangdong-Hong Kong-Macao Greater Bay Area.It is of great significance to strengthen environmental protection,and the optimization of environmental protection target responsibility assessment is essential for strengthening environmental protection.China's assessment of environmental protection began in the 1990 s.In order to improve the importance and effectiveness of local governments and officials in environmental protection,the higher-level government has adopted environmental protection target responsibility assessment methods to assess the local government's environmental protection work.The higher-level government issues the environmental protection tasks of the lower-level governments in the jurisdiction by determining and decomposing the objectives of environmental protection,and ensures that the lower-level governments formulate effective measures to implement environmental protection responsibilities by signing responsibility letters and year-end assessments.At present,there are still many imperfections in the assessment of environmental protection target responsibility in Guangzhou.This paper attempts to analyze the problems existing in the assessment,and proposes optimization measures in order to promote the further improvement of the environmental protection target responsibility assessment work in Guangzhou.This paper uses the research methods combined with literature and investigation and research,through the questionnaire survey of environmental protection workers and the public in Guangzhou,summarizes the main problems in the assessment of Guangzhou environmental protection target responsibility.First,the indicators for assessment lack scientificity;second,the supervision and implementation of assessments are not in place;third,the evaluation methods for assessments are not perfect;fourth,the results of assessments are insufficiently applied;and fifth,the social participation in assessments is insufficient.The reason is mainly reflected in the fact that the whole society does not have a deep understanding of the importance of environmental protection,the current environmental protection system is not perfect,and the current government functions are lagging behind.By drawing on the experience of other advanced regions in China,this paper puts forward the following suggestions: First,improve the assessment content and assessment indicators,and strengthen the scientific assessment;second,strengthen supervision of implementation and promote the implementation of assessment tasks;third,improve assessment and evaluation methods,and strengthen assessment Rationality;Fourth,strengthen the application of assessment results,give full play to the role of reward and punishment;Fifth,strengthen the participation of the public and give full play to the supervision role of the society.
