| In recent years,with improvement in social economic level,people have been facing increasingly complicated environmental problems while enjoying their material life.Environmental problems have been becoming more and more complicated and serving as an important factor disturbing people's daily life.Facing this situation,the Chinese government has enacted a series of laws and regulations.Article 26 of the newly revised Environmental Protection Law of the People's Republic of China stipulates specifically that: China should implement a target-oriented responsibility system and evaluation system for environmental protection.The people's governments above the county level should include performance of departments accountable for supervision and management of environmental protection and persons in charge of these departments in these governments as well as performance of those governments subordinate to them and corresponding responsible persons in fulfilling goals of environmental protection into content of evaluation on them,which should be deemed as an important basis for their evaluation and assessment.Results of such evaluation should be open to the society.Against the general background of recent establishment of such law,content and great significance of the target-oriented responsibility system for environmental protection and the evaluation system of the Chinese government are researched in this paper.This system aims to emphasize duties and responsibilities of governments,improve the accountability system and substantiate the responsibilities of governments in environmental protection.However,in practical operation,there are no specific regulations and rules describing this system in an extended way,which serves as a new and unknown academic field.Therefore,discussion of implementation of this system is of practical significance.In this paper,literature method is mainly used to search among paper-based literatures in libraries,www.cnki.net,various websites of governments at various levels and current big news in order to secure papers,journals and comments related to target-oriented responsibility system for environmental protection and the evaluation system.From the perspective of structure,it can be known through analysis on the theoretical basis and the current situation of two systems in the first three parts that although serving as two systems,evaluation system and target-oriented responsibility system complement each other actually,for which the target-oriented responsibility system can be implemented in a better way only through establishing an improved evaluation and assessment system.Therefore,some existing problems in these systems are discussed in the fourth part.Through analysis and comparison of a series of literatures,some personal viewpoints and corresponding suggestions are then put forward,based on which the final conclusion is reached.Before establishment of this system in the form of law,the target-oriented responsibility system of government and the evaluation system have been playing a very important and active role in relevant works and improved the ecological environment and the sluggish and irresponsible style of work in some governments to a certain degree.With continuous economic and social development,this system could no longer meet requirements of the times completely and its limitations were fully exposed.Firstly,this system isn't supported by a complete series of laws and regulations,so it is impossible to abide by law in implementing such system and there are many obstacles in works;secondly,this system isn't systemized and is incomplete,so it isn't sufficiently practical;thirdly,there is no supporting accountability mechanism and relief approach for the system,due to which accountability can't be realized and it is impossible to solve or make up for those problems existing in the process of implementation.Finally,the system doesn't have a sufficient authority and thus can't mobilize the public and arouse their enthusiasm,but social participation and approval of the people play a very significant role in smooth implementation of the system.At present,China is in pursuit of scientific development concepts and advocating the strategy of sustainable development and construction of a harmonious society.Based on the stated problems,we should put forward a more improved target-oriented responsibility system of government and the evaluation system and improve practicability of such systems and endow such systems with significance of the times.Based on those problems existing in the target-oriented responsibility system of government and the evaluation system,we should make efforts in the following aspects: Firstly,legislation should be improved and complete laws and regulations should be established,based on which whole new legislative ideas should be adopted to handle environmental issues;secondly,the target-oriented responsibility system of government and the evaluation system should be improved and built into a complete system.Some measures such as improvement of the accountability system,optimization of target-oriented responsibility statement and improvement of evaluation system may be taken to enrich content of the target-oriented responsibility system of government and the evaluation system,for which improvement in system is beneficial for practical works;thirdly,by using their authority,governments should propagate environmental protection concepts,motivate the public to devote to environmental protection,realize public participation and provide relief approaches such as public interest litigation for the purposes of promoting implementation of the target-oriented responsibility system of government and the evaluation system and improving practicability of such system.The system shouldn't just serve as an article of law,which should play an important role in implementation of environmental protection works by governments at various levels,realize coordinated development between sustainable development and environmental economy and achieve the great Chinese Dream. |
