Abstract/Summary:
The development of the city is the inevitable result of the urbanization process.The emergence of a large number of cities attracts a huge population,and the urban garbage is increasing.The main garbage has serious negative impact on the image and appearance of the city.The city’s management costs increase,the resulting environmental problems directly affect the development of the city.As a misplaced resource,how to effectively coordinate its negative effects,so as to better serve the construction of ecological and civilized cities,these are the issues we need to focus on,and we build a civilized city and a beautiful city and Important value.At present,although the management of municipal solid waste in China has made great progress,China has good development both in terms of infrastructure and waste disposal technology,but from a nationwide perspective,our city The level of management of domestic waste is also low,the basic performance for the rapid increase in garbage growth,waste recycling rate is low,the second pollution problem is more serious,these problems are produced for many reasons,one of the garbage management system It is imperative that the imperfections of legal norms and the limited nature of the funds invested are among the representative reasons.Therefore,we can see that we need to deal with the direction of tackling both the symptoms and so on,and constantly improve the management of municipal solid waste.The basic law to the single type of legal and normative legal documents on urban household waste management issues are involved,but there is legislative thinking on the reduction of domestic waste,resource,harmless attention is not enough;legislative system is imperfect;lack of corresponding Sub-law support;the legal system of waste management ineffective;legal responsibility Loss and other issues.To this end,the author introduce the advanced experience of the developed countries in the aspect of garbage classification management,and combined with the shortage of legislation about the garbage classification management,So as to learn the advanced experience,and make a contribution for China’s relevant legislation.This paper is divided into four parts.The first part is the classification standard and management system of municipal solid waste.This part expounds the conceptual content of municipal solid waste and defines the basic scope of municipal solid waste,and points out the basic characteristics of municipal solid waste.Then,it discusses the classification standard of municipal solid waste,and finally analyzes The municipal solid waste classification management system.The second part is about the experience and reference of foreign city garbage classification management legislation.This part mainly introduces the legislative experience of foreign municipal solid waste classification management,combined with the actual situation of our country to learn from and learn,highlight the performance of foreign municipal solid waste classification management experience in China in this area management and legislation enlightenment.The third part is the perfection of legislation of classification management of municipal solid waste in China.This part discusses the legislation of municipal solid waste classification management in China,combined with China’s legislative problems and the actual situation,how to improve our country’s municipal solid waste classification management legislation discussed that China should establish a special "municipal solid waste Classification management law ",and improve the relevant supporting legal norms,so as to make up for China’s urban waste in the classification of the legal norms of the lack of management to promote the classification of municipal solid waste management,to reduce the environmental pollution caused by garbage.
