Implementation Conditions Study Of Municipal Solid Waste Classified Collection In Lanzhou City

With the accelerated process of urbanization, garbage has become a major problem, which restricts the development of urban. Experience in our country and foreign has shown that one of the critical ways to solve the problem of garbage, to reduce the amount of solid waste and reuse of waste materials is to collect the garbage by different category. In the 1970s, this measure had been carried out in developed countries, but our country has a late start. Although many cities have begun to try out, no one has full implementation. Lanzhou is a blank in this aspect, and the implementation conditions of classified collection should be analyzed and preparative work should be done.The author estimated the per capita output of solid waste in Lanzhou city is 1.16kg/d;single day production is 2400t by spot investigation, sampling and analysis. The recycling waste account for 15%~25% approximately, and the moisture content is 20%~35% in the solid waste. Otherwise there are have many problems in the garbage collection, transport, recycling and treatment, and it has been serious.This paper summarized the successful experience of developed country in solid waste classified collection, and put forward the following conditions which should be prepared if the refuse collection put into practice in Lanzhou city. First, policies and regulations is a crucial guarantee for the classification of garbage and play a promoting role in this action. Second, the industrialization of waste is a motivity and an important condition of classification. Third, charges of garbage treatment are an important part of resource regeneration and production decrement, and are also an economic means in promoting the classified collection. Forth, bagging of garbage is a preliminary work to the classification, and it is also a significant format for the participation of citizen. Finally, participation of citizen is pivotal to the classified collection.This thesis based on the actual situation of Lanzhou city, analyzed the content of the five conditions in detail, and proposed the classified collection should divide two stages. One is dichotomy, which divides the waste recycling waste and landfill;the other is the trichotomy, which divides the waste into recycling waste, incinerable waste and landfill.The author gave some suggests about the preparative work of classification collection (1)the government should constitute policies and regulations;(2) waste industrial should be carried out;(3) make the garbage road close down and collect the waste in bagging;(4) carry on the classified collection according to the plan in some experimental units. The interrelated suggests can make reference for the decision-making of the government.
