Based on the overall promotion of ecological civilization construction,the Hunan Provincial Party Committee and the Provincial Government responded to the national policy and proposed the important strategic policy of building “Green Hunan” to demonstrate the determination to vigorously promote green development.As an important province to promote the development of the central region,Hunan Province must lead by example and ensure the protection of the ecological environment while ensuring the quality of economic development.The green development level is an important indicator to measure the quality of regional economic development during the transition period.Therefore,measuring the green development level of Hunan Province is of great significance to the construction of green Hunan.Based on the related theories of Marxist ecological theory,Xi Jinping's ecological civilization thought theory and system science theory,this paper analyzes the current situation of Hunan's green development from three aspects: economy,resource environment and government support,and expounds the green of Hunan Province.Development has achieved results and some of the problems currently encountered.Then on the basis of previous studies,the evaluation index system of green development level of Hunan Province was established.The evaluation index based on entropy method was used to measure the comprehensive index of green development level of Hunan Province from two dimensions of time and space.From the time series,the law of green development level of Hunan Province in 2006-2016 was analyzed.The spatial differentiation of the green development level of 14 cities andcounties in Hunan Province in 2016 was summarized from the spatial sequence.The main conclusions are as follows:(1)From the perspective of time,this paper will divide the green development level of Hunan Province in 2006-2016 into three stages,namely the initial stage of green development,the volatility period and the rising period.Among them,the first stage is 2006-2010,which is the initial stage of green development.During this period,green development is relatively slow and the level is relatively low,but the comprehensive evaluation value is rising steadily.The second stage is 2010-2013,which is the volatility period of Hunan's green development level,and the level of green development in this stage is basically stagnant.The third stage is 2013-2016,which is a period of rapid rise in the level of green development in Hunan Province.During this period,the level of green development in Hunan Province has increased significantly.Overall,the green development level of Hunan Province in 2006-2016 is on the rise.(2)From the spatial dimension,cities and towns in Hunan Province show large regional differences in space.Among them,Changsha is in a high-level area,and Chenzhou City,Zhuzhou City and Changde City are in a high-level area.Yueyang City,Zhangjiajie,Xiangxi,Huaihua City and Yongzhou City are in medium-level areas,Yiyang City,Xiangtan City,Hengyang City and Shaoyang City.The city is in a lower level area,Loudi City is in a low level area;according to the comprehensive scores and spatial distribution maps of the green development level of each city and state,it can be found that the green development level of Hunan Province is the highest in the eastern region and the green development level in the central region.The lowest and the western region's green development level is in the middle.Finally,in response to the weak links in the process of green development in Hunan Province,the countermeasures and suggestions for promoting the green development level of Hunan were proposed fromfour aspects: optimizing industrial structure,developing circular economy,propagating green ideas and strengthening government support.
