Research On Security Technology Service Outsourcing In Beilun,Based On SWOT Analysis

As society develops,the rapid growth of demand for the public services are starting to outstrip its efforts to develop the service delivery capacities of government departments.And public service procurement has been playing an important role for local government to seek innovative solutions on providing public services.Government purchase of public services is the product of social reform imposed by western countries.It is promoted for the benefits of high-efficiency and optimization of social resources by most countries and regions all over the world.In China,promoting government purchase of public services marks an important step in speeding up the transformation of government functions.In recent years,with the increasing number of the accidents of production safety in our country,work safety inspection supervision struggles to keep up with the accelerating pace of industrialization.The contradictions between safety production and economic development become increasing acute,it is no longer sufficient to satisfy the need of modern industry production perfectly taken original model-managing people by people alone.Market mechanism began to be employed in different parts of the country while contacting out of public service is adopted to encourage innovation of their safety regulatory system.The contacting out of service in the field of production safety in China was not launched until 2012.In the meantime,Beilun,Ningbo,as one of the first attempts to introduce outsourcing service in this area,has gained an impressive array of skills.This article selects technical security services outsourced in Beilun district as samples.Adopting qualitative study,literature induction and investigation,it takes a detailed study about the implementation backgrounds,processes,performance reviews and specific achievements.In order to help the deeper reformation and optimization,SWOT has also been used based on analyzed internal and external factors influencing technical security services.The paper presents the study results of safety production situations and analyses its influence through data researches,hoping to provide the reference suggestions for strengthening market supervision on the contacting out of service in the field of production safety and other work.However,the article also stresses that the studies had shortcomings in methods that make it hard to draw firm conclusions.The regions and fields related to this outsourcing service policy are still limited,let alone the conditions vary wildly by areas.Therefore the obtained results are not comparable enough to give strong guidance as optimization recommendation,and the further discussions and clarifications are still needed.
