With the reform of natural gas market,Chinese natural gas industry has made remarkable progress on the original basis.However,in this process the changes in the oil and gas pipeline networks operation mechanism have increased the challenges faced by natural gas pipeline enterprises gradually.In order to cope with the fierce market environment,reducing costs has become the primary consideration of enterprises.As a concept put forward in the mid-1980s,outsourcing has always been regarded as the most significant and quick way for enterprises to reduce costs.While clinging to their own core competitiveness,they can outsource some necessary but not the main work.These jobs can be done by outsourced suppliers,thus this part of the energy can be released into the activities to enhance the value of the enterprise.However,in view of the problem of outsourcing decision-making,some natural gas pipeline enterprises in China lack decision-making methods.In the choice of outsourcing suppliers,they are often unable to find the most suitable ones.This will largely prevent the outsourcing effect from achieving the expected results.It will even make the company lose its existing market advantage.The emergence of this phenomenon reveals the research on how to construct decision-making indicators for such enterprises needs to be strengthened.Therefore,this paper has certain theoretical significance and practical value for the research on the decision-making of production service outsourcing for natural gas long-distance pipeline enterprise.This paper analyzes the domestic and international development status of business outsourcing,outsourcing decision-making and outsourcing service provider evaluation indicators,and combines the relevant theories of business outsourcing.Starting from the production process of XX Natural Gas Pipeline Company,this paper analyzes the types of productive services,current status of various departments and the necessity of production service outsourcing,and fully considers the influencing factors of outsourcing decision-making.Then it proposes a more comprehensive evaluation index of outsourcing suppliers.Through the questionnaire form about the production department of the natural gas pipeline enterprise,obtain the indicators that the industry will consider when selecting the outsourcing supplier.Construct the decision-making indicator system for productive service outsourcing from five factors:cost,professional level,service quality,credit and comprehensive quality.And the analytic hierarchy process is used to determine the weight of each indicator.Finally,combined with the case enterprise,the pipeline company's production service outsourcing decision-making index system is applied.Through the research in this paper,the decision-making problem of the development of the production service outsourcing of natural gas long-distance pipeline is analyzed,and the decision-making plan is determined.When the enterprises market competitiveness is improved,the production service outsourcing of Chinese natural gas pipeline transportation enterprises can also be optimized.The development of the cause has gone to a smattering force.In addition,the application of the decision indicator system will strengthen the internal control and external control of the enterprise and strengthen corporate governance.
