Study On Influencing Factors Of Wastewater Treatment Outsourcing Management In Yinchuan City

In the process of local government governance reform,when the supply of public services can not meet the needs of the people,public service outsourcing will be applied.Sewage treatment can also become a market-oriented public service project.This paper defines the related concepts of sewage treatment outsourcing,and systematically combs the domestic and foreign sewage treatment service outsourcing research by searching literature and other methods.In this paper,the specific practice of wastewater treatment outsourcing management in Yinchuan city is taken as the research object.According to the current situation of cooperative management between the government and enterprises,Yinchuan housing and Urban Rural Development Bureau,environmental protection bureau,and other relevant government units,as well as the third sewage treatment plant and the third-party operation and maintenance company of Dali(Yinchuan)sewage treatment Co.,Ltd.are interviewed and sorted out Based on the grounded theory and survey interviews,five factors affecting the outsourcing management of wastewater treatment in Yinchuan city were identified,including contract adaptability,service enthusiasm,incentive mechanism,resource investment and coordination ability.The representativeness and feasibility of the five influencing factors were verified by reliability and validity analysis of the measurement indicators influencing each factor.Secondly,the structural equation model of influencing factors of wastewater treatment management was constructed with five factors as variables to verify its good fitting degree,and the significant influence of five factors on management effect was verified by structural equation model.According to the structural equation,the problems of Yinchuan wastewater treatment outsourcing management are poor contract adaptability,lack of incentive,lack of coordination ability,insufficient resource investment,and too passive service.In view of the corresponding problems,the following countermeasures are put forward:attach importance to contract formulation,improve the scientific nature of contract;improve the supervision effect and establish incentive mechanism;set up special coordination department to implement multi department coordination management We should strengthen the binding force of enterprise investment,increase government resources investment,enhance the management consciousness of government enterprise cooperation and enhance the service enthusiasm.
