HR outsourcing refers to a modern enterprise division of labor management mode in which enterprises use external resources strategically based on their own conditions to solve the work involved in internal HR activities in a more economical and effective manner in order to maximize the efficiency and benefits of the enterprise.The method of HR outsourcing is entrusting one or several human resource management tasks as well as management responsibilities to outsourcing professional service providers in whole or in part to reduce costs and concentrate their main energy on the core strategic areas of the enterprise.This paper presents the writing background,research purpose and significance,the current research status of HR outsourcing at home and abroad,research content,research methods and ideas.Besides,it introduces the connotation,origin and development,content and types,functions and risks of human resource outsourcing in detail and builds the foundation of this research through the theoretical system centered on “the theory of division of labor”,“theory of core competitiveness” and “Alan Speaker model”.In addition,it analyzes the company’s HR management problems and conducts a SWOT analysis of the implementation of HR outsourcing on the basis of a brief introduction of the current situation of H company and its HR department,and presents the necessity and feasibility of the company’s HR outsourcing.Finally,it provides a scientific and reasonable outsourcing decision on the basis of repositioning the company’s HR management functions and departments as well as clarifying the principles and objectives of outsourcing program design.It confirms employee recruitment,senior talent search,employee training,salary and welfare management as well as labor relationship management as outsourcing content and formulates program procedures and safeguard measures to achieve the smooth implementation of the company’s HR outsourcing and achieve the established goals.HR outsourcing is considered to be a research hotspot in the field of HR management for small and medium-sized enterprises in China nowadays.It is expected that this study will have certain guiding significance for H company to carry out human resource outsourcing and provide some valuable references for other domestic small and medium-sized enterprises that choose HR outsourcing simultaneously. |
