Research On Performance Evaluation Of High-quality Development Of Coal Enterprises

Since 1978,China’s economy has entered a stage of rapid development.On the one hand,it has improved people’s living standards;on the other hand,China’s comprehensive economic strength has also been improved.However,The principal contradiction facing Chinese society has evolved.What we now face is the contradiction between unbalanced and inadequate development and the people’s ever-growing needs for a better life.On the 19 th National Congress of the Communist Party of China,Chinese President Xi Jinping clearly pointed out that:China’s economy has been transitioning from a phase of rapid growth to a stage of high-quality development.High-quality development is an economic development mode with the new development concept of innovation,coordination,green,openness and sharing.Coal enterprises have made great contributions to China’s economic construction,but there are also many problems,such as "high mining","high emissions","low efficiency" and so on.Enterprise development should not only focus on economic efficiency,but also on environmental protection and social responsibility.At present,the proposed transformation of old and new driving forces provides an important way for China’s coal enterprises to transform to high-quality development.A set of scientific,perfect and feasible performance evaluation system for high-quality development is beneficial to identifying the key factors in the process of high-quality development,understanding the problems in the process of high-quality development,and providing theoretical support and practical basis for high-quality development of coal enterprises.This paper takes coal enterprises as the research object,take high quality development performance evaluation as the research problem.Based on the current development of coal enterprise and the present situation and problems of performance evaluation,the evaluation index system of draw lessons from foreign related advantages,refer to the performance evaluation system of different stages of development in China.Based on the understanding of high quality development,The high quality development performance evaluation contain four dimensions: the financial performance dimensions,safety and environmental protection dimensions,sustainable development and ability dimensions and the responsibility dimensions,also contain 26 indicators.Based on the evaluation system,Taking Yanzhou coal industry as an example,Select data from 2012 to 2017.Firstly,Data was preprocessed;then choose the entropy weight method to assign the weight value to the index;Hereafter,the evaluation value was determined by TOPSIS method.In addition to the vertical comparison,the paper also compares Yanzhou coal industry with China Shenhua Energy Company Limited,which proves the conclusion of the vertical comparison.Finally,based on the research conclusions of this paper,several implications are drawn for the high-quality development of the coal industry.Research findings :(1)At present,China’s coal enterprises are large but not strong,weak awareness of safe mining,serious environmental pollution,lack of independent research and development ability and other issues are important factors affecting the high-quality development of coal enterprises,we should start from these aspects to achieve high-quality development.(2)There are few studies on the performance evaluation system for high-quality development of coal enterprises,and there are two major problems in the existing studies,that is,weak characteristics of evaluation indicators and strong subjectivity of evaluation methods.(3)According to the performance evaluation results of high-quality development of Yanzhou coal industry,there is a close relationship between the performance score and the implementation of corporate strategy;The overall performance evaluation score of high-quality development of Yanzhou coal industry from 2012 to 2017 shows a "V" trend.After 2015 rapid growth,This is consistent with the actual situation.which verifies the effectiveness of the evaluation system from the side.(4)The weight score of sustainable development dimension is the lowest.In the process of high-quality development,coal enterprises need to focus on this dimension,At the same time should increase personnel training and technological innovation,to achieve green,efficient and sustainable development.The contribution of this paper :(1)From the high quality development perspective,Build a performance evaluation include financial performance and non-financial performance.This evaluation system is broad,with a clear purpose,And avoid the problems of the existing weak target trait,Good to promoting accurate results.(2)In the past,the performance of coal enterprises mainly adopts a method to measure.This paper combined the entropy weight method and TOPSIS evaluation method to weight the indicators and calculate the results,Ensure that the results match the actual(3)Through the comparative analysis of the high-quality development of Yanzhou coal industry and China Shenhua Energy Company Limited,it can be found that the sustainable development ability of coal enterprises needs to be strengthened.Therefore,Make relevant suggestions expected to clarify the development focus for the high-quality development of coal enterprises.
