Research On Performance Evaluation Of High Quality Development Of Shaanxi Coal Industry

At present,China’s economic development has entered a new era from the high-speed growth stage to the high-quality development stage,and promoting high-quality development is the theme of China’s economic development at present and in a period of time in the future.For a long time,coal enterprises have provided a solid guarantee for the development of China’s economy.As China enters a new era of high-quality development and the goal of "double carbon",promoting high-quality development has become a strategic choice that coal enterprises must make.However,in the process of promoting high-quality development,China’s coal enterprises are still facing a series of problems such as outstanding environmental protection problems,severe safety production situation,and insufficient innovation and research and development.This paper takes Shaanxi coal industry,which is a representative coal industry,as the research object,firstly,we explain the overview of Shaanxi coal industry and the current situation of high quality development in Shaanxi coal industry,then we analyze the advantages,disadvantages,opportunities and threats of Shaanxi coal industry in the current situation of high quality development by using SWOT analysis and elaborate on the current situation and shortcomings of Shaanxi coal industry’s current performance evaluation;secondly,we analyze the current situation of Shaanxi coal industry in the context of triple bottom line theory,stakeholder theory and sustainable development theory,Secondly,based on the triple bottom line theory,stakeholder theory and sustainable development theory,with the new development concept as the guiding ideology,and with reference to the national policy guidance documents on high-quality development,relevant research reports and relevant literature,a high-quality development performance evaluation system with 27 indicators including six evaluation dimensions of financial performance,innovation drive,green environment protection,safety production,open diversification and social responsibility is constructed.On the basis of this evaluation system,we evaluate and analyze Shaanxi Coal’s high quality development performance level from 2017 to 2021 by applying the combination of assignment and TOPSIS method;finally,based on the evaluation and analysis results,we propose the following recommendations for Shaanxi Coal’s high quality development:first,improve the innovation mechanism and increase the investment in R&D;second,promote energy conservation and emission reduction to achieve green development;third,establish safety awareness and strengthen safety Fourth,expand the overseas market and improve the competitiveness.The innovation of this paper is to use the case study method to evaluate the high quality development performance of Shaanxi Coal Industry from the perspective of the high quality development performance of coal enterprises,so as to provide reference for the high quality development of coal enterprises and the evaluation of the high quality development performance of coal enterprises.
