Study On The Quality Assessment And Optimization Of The Rural Human Settlement In Sichuan Province' Typical Counties

In the process of rapid urbanization,rural society and economy achieved great development,but at the same time series of problems accompanied,such as ecological environment deterioration,unequal distribution of resources and so on.Therefore,systematic understanding of Sichuan 's rural human settlement construction level,formation mechanism and the villagers willing are the basis of formulating relevant policies.With the help of the national youth science fund project(No.5140082175)?Research based on disaster study of settlement landscape suitability evaluation of Long-men mountain region?,China's national scholarship(No.201308515021)and a Tongji university' research about the rural human settlement research from China's Housing Ministry of construction,we research 5 counties of Sichuan province,46 villages,861 families,2977 villages of the rural survey,including Pixian,Santai,Cangxi,Pengshan,Butuo counties,which are different in geography,and economic development.The survey provides a good foundation for the analysis of characteristics of rural residential environment quality and the reason of evolution.This paper utilizes literature research,on-the-spot investigation,quantitative and qualitative research methods.By using regional hierarchical classification of urban human settlements environment and introducing the theory of typology,rural living environment can be divided into macro,meso and micro rural human settlement three aspects of regional level human settlement as a framework to study.Research shows that human settlement qualities have common and obvious differences in different geographical space,economic development level,and the traditional culture.Papers main contents include:First of all,at the macro county rural human settlement level,mainly stated the current five typical county rural human settlement form the backdrop from the natural geographical environment,social environment and the external environment of three parts.Using Arcgis spatial analysis technology,maps elevation,gradient maps,systemly combing the five counties geographical spatial characteristics.Study found that PI county and PenShan fit for human hanbitation,CangXi and SanTai followed,the worst BuTuo's natural geographical conditions and the environment;In terms of humanities and social environment,various counties have different and rich cultural history,especially the BuTuo county,which its' culture elements of deep approach provides a good condition for its development;In terms of the external environment,by using the data and the actual construction,mainly analysis each county policy,funding,the level of regional industry development and the improvement of the urban infrastructure.the counties rebuild rural mainly through happy,beautiful and new countryside construction and other new countryside construction ways.Regional industrial development,urban infrastructure PI county and PenShan prevailed obviously superior to the other three county.Secondly,in the medium rural human settlement level,by using the survey and collected data analysis the rural human settlement construction level from three aspects including rural space layout,infrastructure(including the public service facilities)and the ecological environment and find that the current countryside layout in different forms under the effect of different natural environment space,while with the new rural construction,gradually converge and become a general trend.In infrastructure aspect,construction level exists significant differences,which BuTuo's road construction level is obviously lower than others.And education and medical facilities have similar characteristics,the villagers focus on improving the level of teachers and doctors and reducing medical costs.In terms of ecological environment,they think the air quality is well but have pollution mainly including agricultural pollution,industrial pollution and life pollution.Sanitation around the laying rate is low,Penshan county is given priority to with life pollution,and the land is given priority to with industrial pollution.And then,in almost microscopic human settlement,by using the survey data villagers detailed analysis the construction situation and neighborhood.The village neighborhood relationship is well.Human settlement construction are mainly traditional residence,modern home scattered layout and building type and single family gather four types under the influence of national policy such as the dangerous house renovation,and the styles are consistent.Finally,by building a rural human settlement quality evaluation indicators,using entropy value methods and processing the dimensionless,calculation of index weight and the comprehensive score counties,found that county villagers are maximum difference in the food consumer spending and water facilities construction.And in the system layer ecological environment is also difference.PI county rural human settlement quality is much higher than the other counties.Controlled by water and air environment quality,PenShan scored lowest,don't agree with the actual performance facilities construction.And by using SWOT analysis to establish the SWOT model for analyzing factors,improve that the rural human settlement construction need to fully give play on the role of the villagers' subject status,optimize the structure of village organization,and the country will adjust measures and formulate the corresponding policy according to local conditions and the villagers,balance urban and rural planning,strengthen the scientific planning to guide and protect traditional residence,improve rural housing conditions,strengthen the construction of rural infrastructure and improve the rural ecological environment.
