| The development of rural industries and the optimization of human settlements are important content of rural revitalization.At present,there are prominent contradictions between industrial development and human settlements in rural development.Rural tourism can effectively promote the coordinated operation of the two systems of rural industry and human settlements,and play an important role in driving the development of rural industries,increasing non-agricultural income,improving the environment,building communities,and enhancing the degree of organization.Revealing the coupling law of rural tourism and human settlements is of great significance in order to achieve the development of rural tourism and the construction of high-quality human settlements,and to promote rural revitalization.This paper systematically sorts out the close relationship between the rural tourism industry and the human settlement environment,based on the coupling and coordination theory,system theory,and sustainable development theory.It takes Jiawang District,Xinghua City and Jiangning District in Jiangsu Province as the research area,using 2009-2018 statistical yearbook,relevant policies,planning materials,and government information website data are used as data sources to build a level measurement index system for the development of rural tourism industry and the optimization of rural human settlements,which is useful for the development of rural tourism industry in Jiawang,Xinghua,and Jiangning Measure the level,the optimization level of the rural human settlement environment and the degree of coupling and coordination of the two,analyze the influencing factors of the coupling and coordination of the development of rural tourism industry and the optimization of the human settlement environment,the index correlation and the coupling coordination mechanism,in order to achieve the development of rural tourism in Jiangsu and high quality Provide strategic suggestions for the construction of human settlements and the promotion of rural revitalization.The main research conclusions of this paper are as follows:(1)This article summarizes the development process of rural tourism industry in Jiawang,Xinghua,and Jiangning and the optimization process of rural human settlements.From 2009 to 2018,the rural tourism industry of Jiawang,Xinghua,and Jiangning showed an overall development trend,and experienced three stages of development: start-slow-rapid.The time proportions of the three stages in different regions are different,and they are in line with the economic development level of Jiangsu Province.The difference is significantly related.From 2009 to 2018,the rural residential environment of Jiawang,Xinghua,and Jiangning was significantly optimized,and experienced two stages of preliminary optimization and significant optimization.On the one hand,the development of the tourism industry promotes The optimization of human settlements will further promote the development of the tourism industry.(2)This paper constructs the measurement indicators of the development level of the rural tourism industry and the optimization level of the rural human settlement environment and calculates the weight of each indicator.From the perspective of industrial factor input,Jia Wang's total investment in major tourism projects accounted for the largest proportion,Xinghua mainly took the area of ??major tourism projects,and Jiangning's tourism enterprises had the largest weight.The difference in the weights of the three reflected people-land-The three industries play an important role in the development of modern industries.From the perspective of industrial development resources,the number of A-level scenic spots and star-rated rural tourist spots is the most important development element of regional tourism.From the perspective of comprehensive industrial benefits,the comprehensive industrial benefits of Xinghua and Jiangning are obvious,while the rural tourism products derived from Jiawang are less,resulting in lower comprehensive benefits of the tourism industry.From the perspective of industrial service capacity,Jiangning has the highest weight in industrial service capacity,mainly due to the early development of rural tourism and the relatively mature tourism products and services.In terms of production level,Xinghua and Jiawang have a higher proportion of agriculture,while Jiangning has a lower proportion.From the perspective of living conditions,Jiangning's living conditions are optimized at a high level.From the perspective of ecological environment,Jia Wang has the highest ecological environment weight,indicating that his ecological transformation and development have achieved great results.(3)This paper estimates the development level of rural tourism industry in Jiawang,Xinghua and Jiangning,the optimization level of rural human settlements,and the degree of coupling and coordination between the two.From the perspective of the development level of the rural tourism industry,the changes in the four major indicators of industrial element input,industrial development foundation,comprehensive industrial benefits,and industrial service capabilities show an overall upward trend.The trend changes are different,but the rural tourism industry has achieved a relatively high level of development in the later period.From the perspective of the optimization level of rural human settlements,Jia Wang,Xinghua and Jiangning showed an upward trend in the optimization of human settlements during 2009-2018.Among them,the production level score curve rises steadily,and the living conditions score curve has the most obvious change,indicating that the villagers' living conditions have been optimized significantly,and the ecological environment has also been optimized.From the perspective of the coupling and coordination level of the two,the coupling coordination degree increased rapidly before 2014,and the coupling coordination degree tended to rise slowly after 2014.The high-level coordination distribution grew out of nothing,and Jia Wang,Xinghua and Jiang Ning all experienced "moderate out-of-alignment".Transition to "on the verge of maladjustment" and then to "primary coordination".(4)The coordination and matching of the two systems to achieve a balanced and stable development state is affected by a variety of factors,including the level of economic development,multiple stakeholders,resource endowments,infrastructure,and ecological environment.From the perspective of coupling formation mechanism,Jia Wang takes ecological transformation as a breakthrough,and promotes other transformations through ecological transformation,changes the pattern and process of degraded ecosystems,and changes in the generation and provision of ecosystem services.Ecological restoration results are transformed into Jia Wang tourism.An organic whole,with the tourism industry as the primary driving force for economic development and transformation,to achieve a high degree of coupling between rural revitalization and rural tourism,and to promote the coordinated development of the entire rural society,economy,and culture.Xinghua transforms the form of rural tourism and vigorously develops the rural tourism industry based on eco-tourism.While developing rural tourism,it exerts the functions of eco-tourism resources such as water conservation,soil and water conservation,and improvement of the surrounding environment,and promotes rural areas,agriculture,and farmers.,Society,economy and so on.Jiangning has a solid financial foundation,many enterprises have settled down and invested,enterprises and communities have cooperated to build tourism projects,planned and developed tourism professional villages,and carried out ecological environment construction and tourism industry development with villages as units;at the same time,they implemented beautiful rural construction and integrated planning of different areas in Jiangning.With the characteristics of tourism resources,with the goal of creating a "beautiful Jiangning",it has created a coupling formation mechanism that synchronizes the development of rural tourism industry and the construction of human
