Oil is the internal driving force for the rapid development of China's economy.In 1993,China became a net importer of oil.The increased dependence on imported oil has increasingly become a prominent issue in China's energy security.Under the"going out"strategy,Chinese oil companies began to expand their overseas business.At the end of the 20th century,the political situation in Venezuela was turbulent.In 1999,Chavez was in power.He emphasized deepening and expanding South-South cooperation,strengthening relations with emerging developing countries,and expanding international cooperation space with energy diplomacy.During this period,oil cooperation between China and Venezuela was gradually on the right track.During the Chavez period,China,s oil diplomacy in Venezuela was fruitful,and the cooperation between the two countries in the oil field continued to deepen.This article explores China's oil diplomacy to Venezuela during the Chavez administration.The first chapter expounds the motivation of China's implementation of oil diplomacy and the background of China's oil diplomacy to Venezuela.The second chapter introduces the three stages of China's oil diplomacy to Venezuela,which are the exploration period,the maturity period and the high-speed development stage.The third chapter mainly introduces China's oil diplomacy to Venezuela.China adopts a dual-track diplomatic approach combining government and enterprises to Venezuela;the policy-making center(China-Venezuela High Level Joint Commission),the open participation point(oil)and the financing center.(China-Venezuela Joint Fund)is a framework for cooperation;a cooperation model with“loan for oil”as the main mode;a comprehensive cooperation system.The fourth chapter talks about China's challenges to Venezuela's oil diplomacy,including macro challenges and micro challenges.The fifth chapter is China's strategic choices for Venezuela's oil diplomacy in the future,including strengthening exchanges between the two countries;attaching importance to inter-regional international relations;upholding the spirit of mutual benefit and win-win oil diplomacy;and improving oil resources management systems,mechanisms,and talent training.The sixth chapter is the conclusion.The conclusion is that China has made important achievements in Venezuela's oil diplomacy.However,it should be noted that China faces macro and micro challenges,avoiding risks and overcoming challenges.China will focus on conducting oil diplomacy to Venezuela in the future.
