Analysis On Japan's Environmental Diplomacy Towards China After The Cold War

After the Cold War, environmental diplomacy is rising up in the status of Japanese diplomatic strategy. In order to elevate the international position, improve the relations with neighboring countries and play an important role in the international society that adapts to its economic strength, Japan actively participates in global environmental protection and cooperation, and the environmental diplomacy towards China is an important part in all of its environmental diplomacy.China and Japan are neighboring countries, and we should work together to solve the environmental issues that are cross-border, global influences and inseparable interests. The Japanese central government, local government and non-government organizations actively participate in environmental diplomacy towards China by capital, technique and experts and they play an important role in solving the problems of acid rain, sandstorm and the pollution of marine environment between the two countries, which helps the economic development , environmental improvement and political stability between two countries.The article is divided into three parts.Part one is mainly introducing the backgrounds of Japan's environmental diplomacy towards China after the Cold War. At the beginning, it brings forward the serious environmental issues which the two countries have to deal with together, and Japan actively developed the environmental diplomacy towards China after facing the problems. After that, it points out that Japan's environmental diplomacy towards China is not an occasional decision, but influenced by international and domestic backgrounds. After the Cold war, international society realized that environmental problems were beyond the borders of countries, and became a global problem. It is not only influencing national security, but also causing the cooperation and confrontation between countries. To Japan, environmental diplomacy was its tool for the object of the big-political-power country and developing the economy was also taking into consideration. Besides, it was also influenced by Japanese moral thoughts and its people. By analyzing the international conditions and domestic policies when Japan decided to develop environmental diplomacy towards China after the Cold War can help us take an insight into the reason of Japan's environmental diplomacy towards China.Part two aims at elaborating the practice of the Japan's environmental diplomacy towards China after the Cold War. It gives an analysis of Japan's environmental diplomacy towards China by its central government,local government and non-government organizations and the environmental diplomacy's content, and then, it chooses a typical example from the entire procedure, describing the Sino-Japan's acid rain diplomacy in order to point out the intention of Japan's environmental diplomacy towards China.Part three is mainly making a comment on Japan's environmental diplomacy towards China after the Cold War.
