The Research On Japan's Environmental Diplomacy Towards China

Since the 1980's, the international society focuses on environmental issues. Japanese government has even expanded its environmental cooperation in the important areas of great power diplomacy of which Japan's environmental diplomacy towards china is the most important parts. China and Japan have the serious cross-border environmental problems. Therefore, China and Japan have to cooperate with each other to deal with these problems. The central government, local government and civil society organizations of Japan have been actively carried out environmental diplomacy to China in order to address trans-boundary environmental problems and promote economic development between the two countries. In the 21 century, Sino-Japanese environment relationship is not only developed in the depth and breadth, but also improved in bilateral relationships. However, due to some historical and practical interests, there are some problems in two countries the environmental cooperation. Therefore, the research on Japan's environmental diplomacy towards China has the great historical and practical significance.The first part of this paper describes the background of Japan's environmental diplomacy. Japan carrying out environmental diplomacy to China is driven by the international situation and domestic policy and the existence of two cross-border environmental problems. Based on the analysis of Japan's environmental diplomacy to China, summarizes the characteristics of Japan's environmental diplomacy, from both official and unofficial channels to promote environmental diplomacy with China.On the basis of Japan's Comments on the effects of environmental diplomacy. Analysis of environmental cooperation between the two countries on environmental improvement, environmental safety, economic development, as well as international cooperation for the two countries produced positive results. As well as conducting environmental cooperation between the two countries some problems, such as the politicization of ODA, Japan Restrictions on technology transfer to China environmental protection, China and Japan stand differences between the north and south, and to focus on environmental cooperation with Japan in areas closely related to environmental benefits, while remaining in China after World Warâ…¡a large number of artillery shells and chemical weapons abandoned China's environmental pollution problems caused by unresponsive governance. Finally, analysis and outlook on Japan's environmental diplomacy positive impact on Sino-Japanese relations, and the use of their interdependence theory predict the future direction of the superficial.
