The Research Of Comparing China's And Japan's Environmental Diplomacy

As world's environmental powers, China and Japan's environmental policies are particularly important for international environmental diplomacy. This paper analyzes China and Japan's environmental diplomacies, the motivations, objectives, policies, mechanisms and means, and compares some similarities and differences in these areas of the two countries. Finally, through comparative analysis of Japan's experience and lessons, it puts forward own proposals to the development of China's environmental diplomacy and solving environmental problems.The paper is made up of six chapters:In the first chapter, the author defines the conception of environmental diplomacy and introduce its development, current research situation and methods.In the second chapter, the author describes the motives of environmental diplomacy of the two countries and summarizes their differences and similarities. Environment benefits are their common motive. But Japan's environmental foreign policy showed significant characteristic:from the inside to outside. China is contrast to Japan.Chapter III discusses the goals of the two countries'environmental diplomacy. Political interests and economic interests are the common goals of the both countries. But Japan more focused on political goals, and China is more inclined to economic interests.The fourth chapter discusses in detail the environment diplomacy policy and summarizes the similarities and differences in the two countries. The different treatment of environmental assistance is the biggest difference between the two countries' environmental foreign policy.The fifth chapter discusses the mechanisms of the environmental diplomacy of the two countries. The author pointed out that Japan's environmental diplomacy have many actors and their actively participate to environmental diplomacy. China can learn it.Chapter VI briefly summarizes the conclusions and puts forward some thoughts of China's environmental diplomacy.
