Research On The Land Use Planning Environmental Impact Assessment Based On DPSIR Model-the Case Of ZhengZhou City

Land use general planning is based on the characteristics of a certain area of socio-economic development and the natural environment, the rational allocation of land coordinating the supply and demand of land, making advanced planning and scheduling of land use structure and its layout and manner, achieving the strategic measures of land use regulation, finally coordinating the sustainable use of land resources with the ecological, economic and the social benefits. Land use general planning,as the major initiative of Land management and the urban and rural construction, making a great contribution to the economic development and the maximizing benefits of land use, however, Throughout the Planning and implementation process, we ignored the impact of land development to the ecological environment, making deteriorating situation to China’s land ecological environment. Therefore, bringing out the impact assessment of the land use and the planning environment, making advanced effects’systematic analysis of the planning and implementation to the environment and making appropriate mitigation measures have important practical meanings to the rational use of land resources, maintaining balance and stability of the ecosystem.The Planning environmental impact assessment work is lately carried out in china, environmental assessment on the planning of land use is still at an early exploration stage. The related theory basis, evaluation methods and the indicated system are still not systematic, scientific and standardized. Therefore, this paper takes Zhengzhou City as an example to do the evaluation of the environmental impact about the new round of planning revision program. Making depth study on the theory of environmental impact assessment of land use planning,bringing out the methods, building index system provide a useful reference to the future environmental assessment work. This paper is divided into five parts:Chapter Ⅰ Introduction. We mainly elaborated the topic’s background, research purpose, significance and environment impact assessment’s progress at home and abroad,Summarizing the research content, research methods and technical route of this paper.Chapter Ⅱ Theory studies of the land use planning environmental impact assessment Concepts and its features are introduced here, the theoretical supports of the environment assessment of land use planning are also elaborated, such as the sustainable development theory, systems theory, landscape ecology theory, man-land relationship theory.Chapter Ⅲ The methodology study of the General Land Use Planning environmental impact assessment. The purpose, principle, procedure and the method are described here, among of them, the evaluation procedure and method are the key parts of the chapter, and we further elaborate the new EIA method of land use planning that based on DPSIR model is adopted in this paper.Chapter IV The empirical research based on the Zhengzhou City’s land use general planning revision. Firstly, in order to find out the major issues of ecological environment and identify the environment impacts, we introduce the overview of the study area and analyze the land use status and its planning program. Secondly, by building a appropriate DPSIR evaluation indicator system, we use the comprehensive evaluation method to evaluate the planning scheme. Thirdly, we bring out improvement countermeasure and measures based on the analysis of the results.Chapter V Conclusion and Outlook.
