| The construction of public infrastructure under the PPP model is now flourishing everywhere in China.Social capital parties are responsible for the construction,operation and maintenance of projects,and the government is responsible for the quality supervision,pricing and payment of projects.The two sides work together to embody the principle of "benefit sharing,risk sharing and long-term cooperation".The state actively advocates the construction of PPP projects,and social capital parties have also invested it with great enthusiasm.Cases of success and failure abound.On the whole,the reasons for failure are different,but the payment mechanism plays a pivotal role in it.According to the different payment subjects of the project,the payment method can be divided into user payment,feasibility gap subsidy payment,and government payment.Most of the sewage treatment projects use the feasibility gap subsidy payment method.The payment mechanism is a system.According to the different payment methods,the design of the payment mechanism is also different.In short,it is of great practical significance to study the payment mechanism of PPP projects.This paper mainly studies the construction of the QX sewage treatment plant project feasibility gap subsidy payment mechanism,which is carried out from the following aspects: First,introduce the relevant concepts and definitions of PPP model and make a detailed description of the PPP project in the sewage treatment industry;Secondly,the content of the payment mechanism is introduced,which mainly involves the pricing mechanism and the adjustment mechanism;Finally,the theory is applied to specific projects of QX sewage treatment plants,and according to its actual conditions,a set of payment mechanisms that meet its characteristics are designed,specifically involving project pricing mechanisms,excess income compensation mechanisms,income compensation mechanisms,and risk allocation mechanisms.This is also the core of this article.In the research on the payment mechanism of QX sewage treatment PPP project,we draw on the relatively new research theories at home and abroad,hoping to have a certain guidance to China’s PPP model payment mechanism. |
