In recent years,resource shortage and climate warming have become common problems and challenges for the development of all countries in the world.Reducing carbon emissions and saving energy have become an important issue of worldwide concern.Our government attaches more and more importance to environmental protection.In order to promote the formation of industrial structure,development mode and consumption mode of saving energy and resources and protecting ecological environment,and accelerate the transformation of economic development mode,the Third Plenary Session of the Eighteenth Central Committee of the CPC put forward the requirement of changing environmental protection fees into taxes.The new environmental protection tax law began to be implemented on January 1,2018.In addition,the report of the Nineteenth National Congress of the Communist Party of China pointed out that we should promote the revolution of energy production and consumption and build a clean,low-carbon,safe and efficient energy system.The government also issued documents on oil and gas reform and drew up a road map for oil and gas reform in order to improve the supervision of China’s oil and gas market,promote technological innovation in oil and gas production,and ensure national energy security and stable supply.Petroleum enterprises play an important role in promoting national economic development and improving national life.However,petroleum enterprises will consume a lot of resources and produce a lot of pollutants in the production process.If not controlled,it will have a negative impact on the ecological environment and the lives of residents.Nowadays,with the increase of national environmental protection policies,the rigorous legal system and the improvement of international industry standards,petroleum enterprises are facing more and more pressure.As a heavily polluted enterprise,it is very urgent to solve the environmental problems of enterprises.Enterprises need effective environmental performance management to achieve the goal of sustainable development.The main research methods of this paper are literature research method,case analysis method,analytic hierarchy process and fuzzy comprehensive evaluation method.Firstly,this paper describes the research background,purpose and significance of environmentalperformance evaluation of oil enterprises,collects and collates domestic and foreign literature,and summarizes them in classification.Next,it elaborates the theoretical basis and the specific selection principles for the construction of environmental performance evaluation index system,so as to formulate an environmental performance evaluation system suitable for the market of petroleum enterprises,and use the analytic hierarchy process to set the weight of the indicators.Then take A Petroleum Company as an example to analyze,select relevant data,request experts to score,use the fuzzy evaluation method to analyze data,and give relevant improvement suggestions according to the evaluation results.In addition,the innovation of this paper is to refer to the international advanced GRI standards and the environmental indicators announced by the Ministry of Environmental Protection,combined with the characteristics of the industry and the actual situation of A oil company,the selection of simple and easy to use,implementation and targeted indicators have been established.Environmental performance evaluation system.The analysis of this paper helps to improve the company’s environmental management,enhance the company’s operating efficiency,and achieve sustainable development;it has certain reference significance for other enterprises in the petroleum industry,which can improve the environmental performance management of the entire industry and promote the development of the industry;It helps stakeholders to better understand the performance of the company;it is also helpful to improve the social environment and protect the ecosystem.
