How to better handle the relationship between the government’s environmental incentive policies and the environmental governance of heavily polluting enterprises,and to achieve a balance between ecological environmental protection and economic development is a continuing problem.Accelerating the construction of a resource-saving and environment-friendly society,building an ecological civilization,and promoting the formation of green development methods and lifestyles are the millennium plan for the sustainable development of the Chinese nation.Over the past 40 years of reform and opening up,my country’s economy has achieved rapid development and has become the world’s second largest economy.The total economic volume has also exceeded 100 trillion yuan.However,behind the remarkable achievements,it has also caused serious problems.Environmental pollution problems.In particular,the harm caused by heavily polluting enterprises to the environment requires us to regulate and supervise the production behavior and production methods of heavily polluting enterprises.In addition to punitive measures such as environmental protection laws and regulations,the market must also give full play to the decisive role in resource allocation.Environmental protection subsidies and pollution charges are two market-incentive environmental policy tools.From the perspective of heavily polluting enterprises,study these two The role and effect of environmental policy tools in promoting the environmental governance of heavily polluting enterprises are crucial.This paper uses a panel regression model to empirically test the impact of environmental protection subsidies and pollution charges on the environmental performance of heavily polluting companies,and verify whether environmental protection subsidies and pollution charges have a nonlinear threshold effect on the environmental performance of heavily polluting companies;in addition,use the mediation effect model to test environmental protection How subsidies affect the environmental performance of heavily polluting companies.The study found that environmental protection subsidies and pollution discharge fees have a positive effect on the environmental performance of heavily polluting companies.Compared with environmental protection subsidies,pollution discharge fees have a stronger governance effect on the environmental performance of heavily polluting companies;environmental technology innovation affects the environment of heavily polluted companies The performance process has played an important intermediary role;in addition,the impact of environmental protection subsidies and pollution charges on the environmental performance of heavily polluting enterprises has a threshold effect.Further research found that under different regions and different property rights,the impact of environmental protection subsidies and pollution charges on the environmental governance of heavily polluting companies is also different.Environmental protection subsidies have the most significant incentives for heavily polluting listed companies in the central region,and the eastern region has the most significant incentives.It is not significant in the western region;secondly,the incentive effect of environmental protection subsidies on state-owned heavily polluting listed companies is more significant than that of non-state-owned heavily polluting listed companies.
