Study On The Evaluation Of Petroleum Enterprises Environmental Performance

Petroleum Enterprises as a pillar of China’s energy industry, the rapid development inrecent years has made great contributions for the prosperity of society and the improvement ofpeople’s living standards. But at the same time, Petroleum Enterprises with high energyconsumption, high emission, high pollution, high-risk industry features and theirenvironmental impact have the characteristics of emissions complex, wide range affecting,long duration and depth pollution degree. As environmental issues become increasinglyprominent, the petroleum enterprises as large pollution emitters brought environmental impacthas caused widespread attention of the whole society, so the demand of environmentalmonitor to petroleum enterprises increasingly urgent, environmental performance assessmentcarried out on the oil companies is an important means for environmental regulation.There are many bottleneck to restrict the environmental performance evaluation ofpetroleum enterprises. First, there no enterprise environmental performance of existingevaluation index system in our country now. Lack of index system that reflecting petroleumenterprise environmental factors and the characteristics has become one of the most importantproblem restricting oil enterprise environmental performance evaluation management work inour countryin; In addition, study on evaluation of environmental performance is late in ourcountry so no unified and determined evaluation method in environmental performance andstill at the exploratory attempt stage.Based on the definition to connotation of petroleum enterprise environmentalperformance evaluation and through a large number of document retrieval, theoreticalresearch and investigation to analysis the main environmental affecting factors of petroleumenterprise’s environmental performance established primary indexes which according to theenterprise environment performance evaluation index system establishment principle,petroleum enterprise environmental performance evaluation theories, the related files ofministry of environmental protection of the People’s Republic of China and ISO14031and theprovisions of the environmental performance evaluation indicators at the same time. Thenthrough the delphi method selected primary indexes to establish the index system ofevaluation of petroleum enterprises environmental performance that the government is mainassessment; On the choice of evaluating method, after comprehensive comparison of various evaluation methods choosing AHP method combining with GRA method that is simply, easyto master and flexible to application. Through establish multi-level grey comprehensiveevaluation model to realize horizontal comparison that can be achieved between different oilcompanies during the same period and longitudinal comparison can also achieve a petroleumenterprises at different stages of environmental performance. In addition, the model wasdemonstrated through calculated the environment index data of X petroleum enterprise for5years in this paper.To improve the environmental performance of petroleum enterprise is a long-term andarduous task. Comprehensive and workable specific measures were proposed from theperspective of government to improve environment performance of petroleum enterprise atthe end of this article. Conducive to the formation of the regulatory model that government,environmental regulators and social forces play a role in the environmental performance ofpetroleum enterprise together. The regulatory model can promote the continuousimprovement of the environmental performance of the oil companies effectively and realizepetroleum enterprises economic prosperity and environmental protection harmony and unity.
