At present,in China’s basin water pollution control,due to factors such as land management,profit-driven,and governance standards,in the face of drastic growth in industrial wastewater,large quantities of domestic sewage,and high agricultural water use,watershed pollution control is apt to fall into the watershed.The dilemma of being alone is difficult to adapt to the ecological concept characterized by basin-wide watershed.Therefore,it is proposed that the research on the collaborative governance mechanism of water pollution in transboundary watersheds has strong theoretical significance and urgent practical significance.At present,China has achieved initial results in the treatment of water pollution in transboundary river basins.The willingness for coordinated governance has gradually increased,and significant progress has been made in river basin construction.Water regulations and policies have been gradually improved,and experience in collaborative governance has accumulated;but in transboundary watersheds Water pollution is also faced with many difficulties in collaborative governance.The specific manifestations are overlapping of responsibilities resulting in competence competition,lack of information interconnection and interoperability,poor governance of multiple main bodies,and lack of strict enforcement of environmental law enforcement and accountability.The main reasons for this are fragmentation and coordination.Difficulty in governance linkages;interest competition,lack of motivation for collaborative governance;lack of mechanisms,single means of collaborative governance;institutional ambiguity,coordinated governance operation is sluggish.In the water pollution control of transboundary watersheds,foreign countries started early and explored many successful practices.In particular,the experiences of water environmental protection and water pollution control in the Mississippi,Rhine,and Thames river basins are worth learning from,while the domestic Taihu Lake Basin The experience in the treatment of water pollution has localized characteristics.The specific experiences have been summarized as the innovative watershed management system and mechanism,the improvement of regulations and regulations for river basin management,the consolidation of watershed management resources,and the importance of technical measures.Based on the current difficulties and causes of water pollution control in China’s transboundary river basins,and the typical experiences at home and abroad,a comprehensive review of the four aspects of river basin market regulation,information sharing and sharing,multi-source governance,responsibility investigation and reward and punishment was proposed.The collaborative management mechanism of water pollution in the border basin provides suggestions for solving the difficulties of transboundary water pollution control.The innovation of this article is mainly reflected in three aspects:First,China’s river basin water pollution management is gradually transformed from decentralized governance,authoritative governance,experience governance to overall governance,data decision-making,and capacity improvement,and experiences from river basin management cases have been summarized.Change to universality and abstract law.The second is to apply the integrated,shared,and connected thinking contained in collaborative governance to the management of water pollution in transboundary river basins,improve the communication and contact among the various regions of the river basin,and promote the consistency of governance actions across the basin.Third,on the basis of analyzing the causes of dilemma and learning from experience,the specific countermeasures for coordinated treatment of water pollution in trans-boundary basins have been proposed in the four dimensions of market regulation,information sharing,multi-dimension co-governance,and accountability investigation,which have certain innovations.
