In recent years,China’s economy has achieved remarkable development achievements,which has also driven the transformation of industrial structure.With the rapid development of the industrial industry,to some extent,it has been accompanied by the deterioration of the entire ecological environment,especially in recent years,the problem of water pollution has become particularly prominent.The issue of water pollution is increasingly receiving widespread attention from all sectors of society.In order to protect the water environment and prevent water pollution,the central government has introduced a series of high-level laws such as the New Environmental Protection Law,and formulated corresponding supporting measures.Local governments have also successively introduced administrative management standards and relevant policies and implementation rules within their respective jurisdictions to cooperate with the implementation of the New Environmental Protection Law and corresponding supporting measures.However,this has backfired and there are still many shortcomings in water pollution control.Moreover,there is a regional imbalance in the research and practical implementation of water pollution control,which places a particular emphasis on the southern region.However,there are few studies on the governance of Songhua River basin in Heilongjiang Province in the vast northern region.Although the local governments have adopted a collaborative governance approach,the current water pollution problem is increasingly prominent,and it is urgent for diversified subjects to conduct in-depth intervention in collaborative governance to solve the current dilemma of collaborative governance of water pollution in the Songhua River basin.Under the guidance of the collaborative governance theory,combining the general situation of rivers and water quality,geographical conditions and hydrological characteristics of the Songhua River basin in Heilongjiang Province,the paper uses the interview survey method,field observation method,literature research method,closely linked with the actual situation to obtain the situation of multiple subjects participating in river pollution control,and specifically analyzed the current situation of the collaborative governance of pollution in the Songhua River basin in Heilongjiang Province,covering the current situation of water pollution control of the Songhua River in Heilongjiang Province The main body composition of collaborative governance and the current collaborative governance measures taken in Songhua River basin in Heilongjiang Province,and on this basis,a questionnaire survey was conducted on the status of collaborative governance of water pollution in Songhua River basin in Heilongjiang Province.It was proposed that the dilemma of collaborative governance of pollution in Songhua River basin in Heilongjiang Province lies in the conflict of governance concepts among the main bodies,the imperfection of collaborative governance mechanism The participation of the public and social organizations is limited and the joint law enforcement activities are imperfect.This paper focuses on the analysis of the causes of the dilemma of coordinated pollution control in the Songhua River basin of Heilongjiang Province.It is believed that the causes of the dilemma of coordinated pollution control in the Songhua River basin of Heilongjiang Province lie in the differences in governance objectives and resource possession,as well as the limitations of the segmented management system,The information asymmetry between multiple subjects and the imperfection of the law enforcement system,etc.,and on the basis of learning from the experience of foreign water pollution collaborative governance,this paper puts forward the countermeasures to solve the problem of water pollution collaborative governance,and proposes that we should deepen the consensus of cooperation among multiple subjects,improve the collaborative governance mechanism Broaden the participation channels of the market and social subjects,and improve the joint law enforcement system for water pollution control to properly solve the problem of water pollution control,and provide reference for promoting water environment protection in Songhua River basin in Heilongjiang Province.
