Logic Research On Action Mechanism Of Air Pollution Control In Tianjin Municipal Government

Since the 18 th National Congress of the Communist Party of China put forward the construction of ecological civilization,environmental governance has placed a prominent strategic position.In recent years,with the joint efforts of governments at all levels,air pollution control has achieved initial results.With the entry of air pollution control into the“critical period”,the construction of ecological civilization is also in the “critical period”of weight-bearing climbing and pressure superposition.As an important subject of air pollution control,local governments may choose three different strategies of “ active governance”,“passive governance”and “selective coping”based on different factors in air pollution control.According to the theory of public choice,local governments as“rational economic people”,the various action choices in air pollution control are based on comprehensive consideration of various factors.In recent years,under the strong influence of the central government,some local governments have reshaped the logic of action for air pollution control,and their actions have gradually shifted from “passive governance” to “active governance”.Taking the Tianjin government's attitude toward the air pollution control as an example,the Tianjin Municipal Government's air pollution control actions have achieved remarkable results.mainly in three aspects: improved air quality,increased coal control,and increased environmental law enforcement.Exploring the reasons behind the transformation of the operational logic of local governments in the process of air pollution control,it is of great significance to promote more local governments to take active actions to participate in air pollution control.The three-circle theory can provide an explanation framework for the behavior choice of local governments in air pollution control from the three levels of value,ability and support.Through a case study of Tianjin,it was found that: On the value level,the central government and the public have become important factors in promoting the positive actions of local governments;In terms of capabilities,local governments have insufficient staff support capabilities and lack of financial support capacity based on the differences in economic development levels of districts in Tianjin;At the level of support,social forces and the central government are the promoters of local government actions.Industrial enterprises in the domain have restricted local governments' positive actions to some extent.To this end,it is necessary to encourage local governments to take the initiative to actively control air pollution from the three aspects of value shaping,capacity building and factor support,and to promote the “Nike District” of local government's air pollution control.
