Research On The Performance Of Manufacturing Environmental Regulation In Chongqing

In recent years,environment pollution becomes a more serious problem in China.Manufacturing industry,as one of the primary sources of emissions of pollutants generated,is also one of the main targets of government environmental regulation.Chongqing,which is the only municipality directly under the central government in the western region,has grown into a substantial industrial production base in the west in the last decade,and its economy has developed rapidly.Besides,Chongqing is a significant ecological barrier and water source conservation area in the upper reaches of the Yangtze River.For this reason,the protection of the environment is particularly important.How to balance the relationship between economic development and ecological environmental protection is a vital task of the Chongqing municipal government.Therefore,it is extremely urgent to study the environmental regulation performance of Chongqing's manufacturing industry.From the perspective of input-output,the paper studies the performance of environmental regulation in Chongqing manufacturing industry.Moreover,it empirically analyzes the influencing factors of environmental regulation performance of manufacturing industry in Chongqing,and provides a certain empirical basis for evaluating the performance of manufacturing environmental regulation.This paper establishes the environmental performance evaluation system of manufacturing industry in Chongqing,and uses the SBM model to measure the SBM efficiency value of the environmental regulation performance of 29 manufacturing industries in Chongqing from 2008 to 2017.It is found that the overall environmental regulation performance of manufacturing industry in Chongqing is high(average efficiency).The value is 0.7806)and the overall trend is declining.The environmental regulation efficiency values of various industries in the manufacturing industry vary greatly.The highest SBM value is the comprehensive utilization of waste resources and the two industries of textile and garment,apparel industry.The environmental regulation performance is close to the effective state;the environmental regulationperformance of 16 industries such as furniture manufacturing is relatively high,and it is in a more effective state.Eleven industries have relatively low environmental regulation performance and are in a weakly effective state.The Chongqing municipal government should focus on environmental regulation measures for 11 industries with low SBM values to improve environmental regulation performance in the next step.Based on the measured performance of the regulation,a spatial panel Tobit regression model was constructed to analyze the influencing factors of the environmental regulation performance of manufacturing industry in Chongqing.The results show that public environmental awareness,the level of economic development and government environmental management,have a prominent positive effect on the performance of manufacturing environmental regulation.The degree of openness and technology have a visible negative impact on the performance of environmental protection regulation in Chongqing.According to the conclusions of the empirical research,the article puts forward corresponding countermeasures and suggestions on how to better the environmental regulation performance of manufacturing industry in Chongqing,including: perfecting the public participation mechanism,increasing the enforcement of regulations,improving the regulatory supervision mechanism,targeted use of regulatory means,strengthening political achievements,and mending evaluation mechanism.
