Spatio-temporal Differentiation And Influencing Factors Of China’s Marine Environmental Regulation Efficiency

Marine environmental governance is an important issue of social concern.In recent years,with the rapid economic development of coastal provinces and regions,the pollution of marine environment is also increasing.According to statistics,more than 70% of marine pollution comes from land.According to the bulletin on the state of China’s marine ecological environment in 2019,the coastal waters of some coastal provinces and regions in China are seriously polluted.The total discharge of sewage from direct discharge sources in Zhejiang and Fujian is more than 2.1 billion tons,of which Zhejiang’s sewage outlet and direct discharge volume rank first in the country.In recent years,China has implemented the pollution prevention and control plan for coastal waters and ecological protection measures for key sea areas,which has made remarkable achievements in marine environmental protection,and achieved phased victory in the battle of pollution prevention and control.On the basis of the phased victory in the early stage,we should still take improving the marine ecological environment as the goal and continue to fight the battle for the protection of clean water.Based on the idea of land and sea overall planning,strengthening the land pollution prevention and control of coastal provinces and regions and improving the pollution control and environmental management system connecting land and ocean are of great significance to realize the coordinated development of marine environment and economy of coastal provinces and regions.By analyzing and combing the existing research results at home and abroad,based on the cost-benefit theory,guided by the theories of Environmental Kuznets curve,Porter hypothesis and pollution paradise hypothesis,this thesis constructs the evaluation index system of China’s marine environmental regulation efficiency,and measures China’s marine environmental regulation efficiency from 2007 to 2017 based on the unexpected SBM model The standard deviation ellipse and generalized moment estimation model comprehensively explore the temporal and spatial evolution characteristics and influencing factors of China’s marine environmental regulation efficiency from 2007 to 2017,and put forward corresponding countermeasures and suggestions.The main conclusions of this thesis are as follows:(1)from 2007 to 2017,the efficiency of China’s marine environmental regulation showed a downward trend of fluctuation on the whole,from relatively effective to relatively inefficient.On the whole,it was at a relatively low level,and there was still a large room for improvement in the efficiency of marine environmental regulation.During the study period,with the passage of time,the provinces with high efficiency decreased and the provinces with low efficiency increased,showing a trend of polarization,the internal differences gradually expanded,and the efficiency differences gradually expanded.Tianjin,Shanghai,Jiangsu,Guangdong and Hainan are relatively effective provinces in the efficiency of marine environmental regulation.The average efficiency of marine environmental regulation is 0.850,0.852,1.000,0.862 and 0.812respectively;Hebei Province,Liaoning Province,Fujian Province and Shandong Province have relatively low efficiency of marine environmental regulation.The average efficiency of marine environmental regulation is 0.412,0.427,0.522 and 0.491 respectively;Zhejiang and Guangxi are the provinces with relatively ineffective efficiency of marine environmental regulation,and the average efficiency of marine environmental regulation is 0.356 and 0.314 respectively.(2)From a national perspective,the focus of China’s marine environment regulation efficiency has always moved between 116 ～ 118°E and 30°N ～ 32°N from 2007 to2017.The moving distance in the north-south direction is greater than that in the east-west direction,with a total displacement of 183.20 km.Overall,the center of gravity of China’s marine environmental regulation efficiency moved 213.24 km to the west,287.38 km to the south,and shifted to the southwest.From a regional perspective,according to the changes in the efficiency value of marine environmental regulation in coastal provinces and regions,it can be divided into improvement type,stability type and decline type.(3)The analysis results of the factors affecting the efficiency of China’s marine environmental regulation based on the generalized moment estimation model show that the industrial structure and opening to the outside world are conducive to the improvement of the efficiency of marine environmental regulation,the level of economic development is negatively correlated with the efficiency of marine environmental regulation,and the role of scientific and technological investment and market environment on the efficiency of marine environmental regulation is not significant.Therefore,when formulating China’s marine environmental regulations and policies,we should consider a variety of ways,and seek appropriate regulation methods according to the current situation of marine environment and the development mode of marine economy in various provinces and regions.
