Research On Ecological Environment Management Of Yuhua District In Changsha

Forty years ago,the policy of reform and opening up is adopted.Since then,China's society and economy has been reformed,and many great achievements were made along the way in all aspects.The standard of living for Chinese people is constantly improving.The overall national strength has been significantly enhanced.The contributions that China has made to the world and the responsibilities it shouldered are making China an important player in the world.Yet,in today's world,we still face a lot of perilous environmental issues.In the period of rapid economical growth,environmental issues became an obstacle to both economical development and social steadiness.Given this situation,following the popularity of industrial civilization in the past years,ecological civilization now is the latest and eye-catching theory among all theories of management.Applying it to our national ecological environment construction,using it properly to achieve the harmony between human life and the nature,thus the governance pattern which based on ecological management become a very important research topic.In this context,the topic of this article is to discuss the progress that attained in ecological environment construction by Yuhua District in Changsha,and the problems remained there.In this article,an interdisciplinary study is adopted.The topic is discussed in the ground of multiple perspectives,for example,the science of management,sociology and political science.The paper is theoretically based on the theory of government functions,new public service policy and the theory of good governance.And the methodological approaches which used are the analysis of literature review,qualitative research,field research and case study.At present,the ecological environment governance conducted by Yuhua District has produced some noticeable achievements.In the process of conducting the policy,the idea of green governance has been gradually accepted by the public,the soundness of environment protection agencies have been built step by step,the mechanism of managing ecological environment has been established towards perfection.Yet,problems still existed,such as,the limited means of governance,the low participation rate of ordinary citizens,the incomplete execution of policies,to mention a few.To explore further for the causes of these problems,there are four main issues worth to be noticed.They are low level of cooperative governance,lacking of financial supports and effective legal protection,and the relatively low quality of governance ersonnel.To reach a harmonious relationship between human life and the ature,and to improve the efficiency of government's conducting ecological environment construction,a serial of hard work can be done.For example,improving the level of cooperative governance,providing ore financial supports,improving the quality of governance personnel,and strengthening the legal system to provide sound protection.Nowadays,for Chinese government to consistently improving capability,effectiveness and reliability of conducting ecological environment onstruction,the authority should conduct their work by the guidance of deas like innovation,opening up,green,coordination and sharing.
