Study On The Countermeasures Of Ecological Environment Management From The Perspective Of Multi-subject Participation In Ecological Governance

Since China’s reform and opening up,social and economic development has made remarkable achievements,but at the same time sacrificed a lot of environmental resources,environmental pollution is increasingly serious.As the forefront of China’s reform of Dongguan,in the reform and opening up 40 years of development process,also experienced at the expense of the environment to achieve rapid economic development process.In particular,Dongguan Water Village,because of serious environmental pollution,the former "fragrant Four Seasons" of the Lingnan Water Village has been unrecognizable.In order to reverse the deterioration of the ecological environment and realize the harmonious and sustainable development of human and nature,the construction of ecological civilization has been put on the high level of national development Strategy,the party’s 19 major proposed to speed up the ecological civilization reform,clear " Lucid waters and lush mountains are invaluable assets".In the National Conference on Ecological Environment,President Xi Jinping pointed out that to build a system of ecological civilization with the modernization of governance system and management ability,the building of beautiful China.In this context,in recent years,Dongguan in the Guangdong Provincial Party Committee and provincial government’s strategic deployment and support,is the first try to explore the new path of ecological civilization construction,and explore the ecological governance system and the modernization of capacity.To change the government’s single-dominated governance model and to realize the cooperative governance model of Government,enterprises and the public becomes the main direction of the new path of ecological civilization construction.Therefore,it is of great theoretical and practical significance to study the countermeasures of multi-subjects participating in the ecological management of Dongguan Water Village,to realize the fundamental change of the ecological environment of Dongguan Water Village,to reconstruct the landscape of Lingnan Water Village and to achieve sustainable development.From the perspective of multiple co-governance,this paper analyzes the current situation of ecological governance,the problems of multi-subject participation in ecological governance and the relationship between the subjects,and compares the experiences of multi-subjects participating in ecological environment management in advanced areas at home and abroad,This paper puts forward the basic ideas and main measures to participate in the ecological environment management of the multi-subject,that is,through improving the efficiency of government’s ecological management,exerting the principal status role in the market of enterprises,constructing the cooperative and sharing mechanism to promote the participation of the public,establishing the mechanism of multi-subjects participating in the ecological governance,to realize the improvement of ecological management ability and modernization of the system.In order to provide reference for optimizing the ecological governance model,exploring new models of ecological civilization,new paths of Dongguan Water Village and even other water areas.
