Problems And Countermeasures Of Ecological Environment Governance In Liaoyang City From The Perspective Of Holistic Governance

With the rapid development of science and technology and the continuous improvement of industrialization level,China’s industry has achieved remarkable economic benefits and unprecedented development.But at the same time,the damage of these industrial activities to the ecological environment system is also increasing.The governance of ecological environment is not only related to the survival and development of human beings,but also tests the governance ability of local governments.In recent years,the ecological environment governance has been paid more and more attention.The national and local governments have taken a series of corresponding governance measures,and China’s ecological environment has also been improved.However,the frequent ecological environment problems show that China’s ecological environment pollution situation is still grim.Therefore,how to improve the effectiveness of ecological environment governance and build a beautiful China is a common concern of the whole society.The ecological environment has become an important issue that the party and the people are increasingly concerned about.Although Liaoyang City has made some achievements in ecological environment management,the results are not satisfactory.There are still some problems such as the restrictions of administrative regions,the poor coordination between local governments and government departments,and the lack of public participation.Therefore,it is of positive significance in many aspects to explore the construction of integrated ecological environment governance system,improve the effectiveness of ecological environment governance and improve the quality of ecological environment.From the perspective of holistic governance theory,this paper explores the path of ecological environment governance in Liaoyang City,which has important theoretical and practical significance.The theoretical framework of holistic governance provides theoretical support for improving the effect of ecological environment governance in Liaoyang City,and is conducive to promoting the localization process of holistic governance theory;At the same time,it provides a solution to the important problem of Beisha River Basin Eco-environmental pollution control in Liaoyang City,which is conducive to coordinating the actions of the main bodies of Beisha River Basin eco-environmental governance,so as to improve the results of Beisha River Basin Eco-environmental pollution collaborative governance.This paper mainly adopts the research methods of literature collection,field research,questionnaire and interview.From the perspective of holistic governance theory,this paper expounds the related concepts of environment,ecological environment and governance.Combined with the case of ecological environment pollution in Beisha River Basin,this paper introduces the problems existing in the process of ecological environment governance in Liaoyang City,and analyzes the causes,Based on the advanced experience of ecological environment holistic governance at home and abroad,this paper puts forward corresponding countermeasures for the ecological environment governance of Liaoyang City,that is,"to establish the concept of holistic governance oriented by public demand,to promote the coordination between multiple governance subjects,to build a holistic governance guarantee mechanism,and to comprehensively use modern governance means",Hope to provide thinking direction and reference significance for similar ecological environment governance issues.
