Changqing Oil Field is a large state-owned enterprise which employs 71,975 workers;it is included managers about 10655 people in the end of 2008,14.8%of the total number.Managers had a high proportion of Changqing Oil Field.Higher-level managers can assist staff to effectively achieve business goals of enterprises will largely determine the pace of development of enterprises.Management as an intermediate links with business strategy decision-making and implementation levels.Their enthusiasm and initiative to play on the company plays a vital role in the development of the enterprise.Performance management is an important management function and it is the core issue of management.In order to achieve the target,we need more encourages to all members to fully mobilize the enthusiasm and creativity of people.Therefore,the management of performance is a long-term research and thinking on the issue,and it is also a necessary requirement for enterprise development.The Author investigated the Performance of Management,with his experience and the actual situation of Changqing Oil Field.Business faces more severe challenges and unprecedented opportunities for development in an increasingly competitive environment;competition among enterprises has change into the competition of expertise resources and human.How to use the least enterprise resource for the greatest enterprise value,and how to improve the working efficiently of manager and general staff for achieving the strategic goal of business are the very important issue.Scientific and reasonable performance management model can mobilize the enthusiasm,initiative of managers,allocation reasonably enterprise resource,and improve the market competitiveness of enterprises.Therefore,it is imperative to establish a set of scientific Performance Management system for Changqing Oil Field.This study consulted the relevant performance management research of many famous scholars,on the foundation of in-depth analysis the current situation and problems of manager's performance management,the author established a scientific framework for performance management.This paper is divided into six parts.The first part briefly described the background of this study,purpose and meaning,and the status of performance management at home and abroad;The second part introduced the theoretical basis,the main content of performance management theory and its development,theoretical content,role,principles and application performance management theory review;The third section described the key performance management model and its advantages and disadvantages,and in-depth analyzed the operation of performance management model,and then put forward the idea of building the frame for scientific performance management mode;The fourth part described the basic situation,performance management status and problems of Changqing Oilfield,and constructed the actual performance management model which suit for Changqing Oilfield;The fifth part studied the using and application of results achieved of performance management in Oil Production Plant;The sixth part was conclusions and prospects,the author mainly elaborated the main findings of this study and the need for further research.
